Da Nang has been ranked sixth amongst the 63 cities and provinces nationwide in the 2020 Public Administration Reform (PAR) Index as gaining a score of 86.56 % out of  100 points. As compared to 2019, Da Nang's position has not changed but increased by nearly 3 points.

Da Nang has been listed in the top 10 outstanding localities in PAR INDEX 2020

The results were announced by the Government’s Steering Committee for Administrative Reform announced on June 24.

Quang Ninh took the lead nationally in the PAR INDEX rankings with 91.94%, followed by the northern port city of Hai Phong and the provinces of Thua Thien Hue, Binh Duong and Dong Thap.

Meanwhile, Quang Ngai Province came bottom of the rankings.

Amongst national ministries, and ministerial-level agencies, the State Bank of Viet Nam ranked first with a result of 95.88%. It was followed by the Ministry of Finance and the Ministry of Justice.

Of the 6 economic zones, the Southeast Economic Zone recorded the highest PAR Index in 2020, with 85.88%.

In terms of the 2020 Satisfaction Index of Public Administration Services (SIPAS), which assesses the performance of public services in 16 fields in 63 provinces and cities from citizens’ perspectives, Quang Ninh continued to hold the top position at 95.76%, followed by Hai Phong (93.57%), Bac Giang (92.54%), and Hai Duong (92.2%).

The index assesses the administrative reform level of provinces and cities, as well as ministries, and ministerial-level agencies.

From over 35,000 respondents in the survey, 5% of them said they were forced to visit public agencies several times to complete an administrative procedure, the Viet Nam News Agency said.

Meanwhile, 1.23% of the surveyed people in 57 provinces and cities revealed they were troubled by public servants in the process of realising the procedures, 0.59% had to pay the under-the-table fees, and 4% received the answer for the application behind schedule.

Among the three administrative levels, the commune level has the highest index (88.18%) and the provincial level has the lowest (85.43%). Among eight fields, the group of transport and transportation has the highest index (89.88%) and the group of land and environment has the lowest (83.2%).

According to the assessment of the Ministry of Home Affairs, in 2020, the national government and ministries, agencies and localities have made great efforts in directing and implementing PAR tasks in order to promptly respond to difficulties and challenges triggered by COVID-19, thus contributing to the successful implementation of the dual goals of containing the deadly virus, while boosting economic recovery and ensuring social order and safety.
