Da Nang returns to top 5 localities in the PAR Index 2021
Da Nang has ranked 3rd place amongst the 63 cities and provinces nationwide in the 2021 Public Administration Reform Index (PAR INDEX 2021) with 90.25%, marking an impressive comeback in the top 5 outstanding localities after 2 years of absence in this leading group.

The results of the PAR INDEX 2021 ranking were announced by the national government’s Steering Committee for Administrative Reform in the capital city of Ha Noi on Wednesday.
The northern port city of Hai Phong took the lead nationally in the PAR INDEX 2021 with 91.80%%, followed by the northern province of Quang Ninh with 91.14%.
Thua Thien Hue Province maintained its high performance in the ranking with 89.32%, securing the 4th berth.
Meanwhile, Vinh Phuc Province also entered the group of 5 leading localities for the first time, ranking 5th with 89.28%.
Meanwhile, the southern province of Kien Giang came bottom of the rankings with 79.97%.
Amongst national ministries, and ministerial-level agencies, the Ministry of Justice ranked first with a result of 91.90%. It was followed by the Ministry of Finance and the Ministry of Justice.

In terms of the 2021 Satisfaction Index of Public Administration Services (SIPAS), Quang Ninh continued to hold the top position at 95.76%, followed by Hai Phong, Hung Yen, Hai Duong and Ha Tinh.
Da Nang ranked 34th out of 63 provinces and cities nationwide in the SIPAS Index 2021 with 86.89%.
The province with the lowest points in SIPAS Index 2021 is Cao Bang, with 82.79%.
SIPAS assesses the performance of public services in 16 fields in 63 provinces and cities from citizens’ perspectives.
