Da Nang, Japan's Sakai cooperate to build carbon-neutral city
As part of their ongoing trip to Japan, a group of Da Nang’s officials, led by Vice Chairman of the municipal People's Committee Le Quang Nam visited Sakai City and the Consulate General of Viet Nam in Osaka.

During his reception for the Da Nang delegation, Vice Mayor of Sakai City Tazo Takamasa expressed his impression of the central coastal city’s rapid growth. At the same time, he said that he was pleased with effective cooperation programmes, especially in environment, between the two cities.
Mr. Tazo Takamasa affirmed that Sakai City is willing to support and share experience with Da Nang in carbon reduction, contributing to helping the coastal city achieve its carbon neutrality goal by 2050. He also wished to expand cooperation with Da Nang in the fields of investment, trade and tourism.
In reply, Vice Chairman Le Quang Nam highly appreciated the cooperation results between the two localities in recent years. He proposed that Sakai City soon implement the carbon neutral city project in Da Nang. Also, he hoped that Sakai City will cooperate and share experiences in planning, urban management, transportation with Da Nang in the time to come as well as promote the opening of a direct flight between Da Nang and Sakai so as to further promote cooperation and development of the two localities.
Mr. Nam took the opportunity to invite the leaders of Sakai City to attend the Forum of Friendship and Cooperation Cities 2025 slated to take place in Da Nang from January 16 - 18, 2025, and the Viet Nam - Japan Festival in July 2025.

On the occasion, the Da Nang Department of Natural Resources and Environment and the Department of Environment of Sakai City signed a Memorandum of Understanding on implementing the project on forming a carbon-neutral city in Da Nang.
Based on the City-to-City Collaboration project for Low-Carbon Society launched by the Japanese Ministry of the Environment, the two sides will strengthen cooperation in the environmental field to build a carbon-neutral city, and study the possibility of forming Joint Crediting Mechanism (JCM) projects.

Accordingly, on the basis of the strategic and friendly partnership between Viet Nam and Japan, the Department of Natural Resources and Environment of Da Nang and the Department of Environment of Sakai City will strive to build a mutually beneficial cooperative relationship in the field of environmental protection, aiming to build a carbon-neutral city and develop JCM projects in accordance with international treaties to which each country is a member.
During the implementation of the cooperation agreement, the parties actively and diligently call for the coordination and participation of relevant sectors and partners of each party to ensure that the cooperation contents are implemented comprehensively and comprehensively, meeting the requirements of the City-to-City Collaboration project for Low-Carbon Society.
When visiting the Consulate General of Viet Nam in Osaka, Vice Chairman Le Quang Nam thanked Vietnamese Consul General in Osaka Ngo Trinh Ha and the staff of the Consulate General of Viet Nam in Osaka for supporting the promotion and connection of effective cooperation programmes between Da Nang and Japanese partners.
Da Nang is currently implementing the project "Building Da Nang - an environmentally friendly city", and the city is resolutely implementing the set goals in environmental protection.
Recently, the National Assembly of Viet Nam has issued Resolution No. 136/2024/QH15 on the organisation of urban government and piloting specific mechanisms and policies for the development of Da Nang.
Accordingly, the National Assembly has allowed the city to implement a number of specific policies on financial management, state budget; priority sectors and occupations to attract strategic investors to the city; the establishment of the Da Nang Free Trade Zone; the development of semiconductors, artificial intelligence, information and communication, science and technology management, and innovation.
The Da Nang official asked for help from Consul General Ngo Trinh Ha to facilitate Da Nang to study and learn from Japan's urban planning and management models, as well as to introduce Japanese enterprises to Da Nang to learn about investment opportunities in semiconductors.

For his part, Consul General Ngo Trinh Ha said that the fields that Da Nang is focusing on developing and attracting foreign investment are very suitable for the orientation and tasks of the Consulate General of Viet Nam in Osaka.
Mr. Ngo Trinh Ha affirmed that the Consulate General will be ready to support Da Nang in connecting with Japanese partners to cooperate and share experiences in building and operating Free Trade Zones, urban space planning, and environmental management. Additionally, the Consulate General will appeal for more Japanese enterprises to Da Nang to explore investment opportunities in semiconductors.
