Hurry up! Time waits for no one
That is the most "topical" line in Xuan Dieu's poem "Urging", written in the 1940s, and it is becoming a phrase that the people of Da Nang use to remind each other to strive to accelerate efforts in the context of the country taking great strides towards a new era of development, after 50 years of national reunification, when North and South came together as one family.
It is no coincidence that the message "Hurry up! Time waits for no one" was also thoroughly emphasized and inspired among the key officials of the city by the Party Committee Secretary Nguyen Van Quang during the celebration of the 95th anniversary of the founding of the Vietnamese Communist Party (February 3rd) held earlier this week. He respectfully mentioned that officials and public employees from many central ministries and sectors had to perform their duties throughout the Tet At Ty holiday in order to promptly advise and submit proposals to the National Assembly for approval of a plan to streamline the organizational structure and related laws. At the same time, he requested that officials and public employees in Da Nang also get involved from the beginning of the new year with the accelerated spirit of "Hurry up! Time waits for no one"...

Therefore, it will not be possible to guarantee the effectiveness and efficiency of public duties after streamlining the organizational structure if we do not quickly overcome the "initial phase" of the new organizational model. The requirement to overcome this "initial phase" becomes even more urgent for agencies and units that have just taken over "old tasks, new hands" from agencies and units that have been "disbanded" upon consolidation, such as the Department of Home Affairs taking over the state management functions and tasks of the Department of Labor, Invalids and Social Affairs regarding labor, wages and employment in the enterprise sector, social insurance, occupational safety and health, people with meritorious services, and gender equality; such as the Department of Health taking over the state management functions and tasks of the Department of Labor, Invalids and Social Affairs regarding social assistance, children, and prevention and control of social evils; such as the Department of Education and Training taking over the state management functions and tasks of the Department of Labor, Invalids and Social Affairs regarding vocational education...

Time waits for no one" of the people of Da Nang today, especially with project works not completed according to schedule or not yet started according to the plan set out in 2024, such as the Hoa Xuan Wastewater Treatment Plant Phase 3 project, the Thanh Khe District Medical Center Phase 1 project, the resettlement area project serving the site clearance of the Da Nang University Urban Area project, the Thang Long sidewalk landscape improvement project Phase 2...
It is no coincidence that even during the National Day holiday in 2024, while inspecting the Hoa Lien - Tuy Loan expressway construction site, Prime Minister Pham Minh Chinh requested Da Nang and the transportation sector to accelerate the construction progress to complete the project by the end of August 2025, contributing to celebrating the major and meaningful events of the country in 2025. Of course, this progress is only guaranteed if some bottlenecks and obstacles are resolved. For example, the rock mines in Da Nang are basically near the end of their exploitation capacity but still cannot meet the demand for materials for expressway construction. The contractors are having to get rock from mines in Quang Nam and Quang Ngai, resulting in long transport distances and many difficulties...
The difficulty for the people of Da Nang in general and the officials and public employees of Da Nang in particular in implementing the requirement to get involved from the beginning of the new year with the accelerated spirit of "Hurry up! Time waits for no one" is doing things quickly and urgently but effectively, not just doing things for the sake of doing them, meaning "speed" while still "achieving". To do so, the advisory bodies and advisory officials must be both urgent in action and thorough in thinking.
