Administrative reform closely linked to comprehensive digital transformation
Chairing the first meeting of the Government steering committee for the development of science, technology, innovation and digital transformation, and Project No. 06 on Tuesday, Prime Minister Pham Minh Chinh, also head of the committee, highlighted the significance of the development of science, technology and innovation, and the implementation of digital transformation, administrative reform and Project No. 06. The project No. 06 is on developing resident data, electronic identification and authentication applications to serve national digital transformation in the 2022-2025 period, with a vision to 2030.

He highly lauded the great efforts, endeavors and achievements of ministries, branches and localities, plus the consensus, support and active participation of people and businesses. Additionally, he pointed out the shortcomings, including delays in the issuance of decrees and the implementation of projects, and some planned tasks lagging behind schedule.
Notably, human resources for science and technology, innovation, digital transformation, administrative reform, and the implementation of Project 06 have not yet met the needs in terms of quantity, quality, allocation, working attitude and professional ethics. There is no public-private partnership mechanism in resource mobilisation.
The PM emphasised that the development of science, technology, innovation and digital transformation must be centred around the people, and urged a decisive shift from a passive to a proactive approach in serving the public.
He stressed the need to ensure rewards and sanctions are clear, timely, appropriate, and effective.
PM Chinh also identified a number of important tasks, including boosting national digitalization, reducing and simplify administrative procedures, developing comprehensive digital citizens.
Along with that were key short-term and long-term tasks, including perfecting open institutions; developing infrastructure, promoting the development of 5G coverage, fiber optic cable systems, satellites, especially databases; and the implementation of human resource training plans at all levels.
According to a report at the meeting, Viet Nam has made significant progress in global digital transformation rankings. In 2024, the country’s ranking on the E-Government Development Index rose by 15 places, reaching 71st out of 193 countries. The Global Innovation Index improved by two spots, placing Viet Nam 44th out of 133 economies. The Global Cybersecurity Index advanced by eight positions, ranking Viet Nam 17th out of 194 countries.
From October 2024, Viet Nam officially commercialised 5G telecommunications services. Viet Nam's Internet speed in 2024 ranked 37th, up 7 places compared to 2023.
In Da Nang, since 2021, a total of 105 scientific and industrial tasks at all levels have been carried out with a total investment of VND 139.7 billion.
In the 2021-2024 period, the city has directly supported 149 enterprises to apply and innovate technology through science and technology support policies.
The city currently has 4,413 granted intellectual property certificates, ranking 6th nationwide. The results of the 2024 Local Innovation Index assessment ranked 5th nationwide according to the ranking announcement of the Ministry of Science and Technology.
2024 marked 14 consecutive years that Da Nang led the country in the Viet Nam ICT Index; and the 4th consecutive year that the city topped the Digital Transformation Index (DTI) rankings at provincial and city levels.
Notably, Da Nang is the only locality in Viet Nam to be awarded the Smart City Award for 5 consecutive years, demonstrating its achievements in the digital transformation process.
