Delivering a speech at the ceremony to celebrate the 95^th anniversary of the municipal Party Organisation (March 28, 1930–2025), the 50^th anniversary of the city’s liberation (March 29, 1975–2025) taking place on Saturday in Da Nang, Party General Secretary To Lam emphasized that Da Nang must become an international trade centre, an attractive destination for both investors and tourists, a gathering place for talents and creative ideas where tourism, ecological and cultural resources jointly create appeal and unique identity.

Da Nang faces new opportunities

Addressing the ceremony, Party General Secretary To Lam, on behalf of the Party and State leaders, congratulated the impressive achievements that the Party Committee, government and people of Da Nang have achieved over the past period.

The Party chief affirmed that these outstanding achievements demonstrated the dynamism, sharp thinking and creative application of theory to specific local conditions; the spirit of self-reliance, daring to think, daring to do, knowing how to do and daring to take responsibility shown by Party committees, Party organisations and governments at all levels; and were a great lesson in promoting the strength of solidarity, consensus and unity between the Party's will and the people's hearts.

The Party General Secretary stated that the strategic goals of national development have been posing many new requirements for the cause of innovation and socio-economic development, requiring the Party, the State and the people in general, and Da Nang in particular, to strive more vigorously and resolutely, to strongly arouse national spirit and the aspiration to develop a prosperous and happy country.

Da Nang City is facing new opportunities. The Vietnamese Government has shown a lot of attention and expectations with many outstanding policies, mechanisms and incentives, especially the policy of arranging administrative units, expanding space, creating favourable conditions for the city to develop rapidly and sustainably on the basis of science and technology, innovation and digital transformation.

The Party Committee, government and people of the city must fully and deeply understand the role, strategic position, importance and responsibility of Da Nang in the Central Coast region, and the whole country, to strongly arouse the desire for development, the spirit of self-reliance, dynamism, creativity, daring to think and dare to do among cadres and party members, effectively tap special mechanisms and policies and create new momentum to develop Da Nang to its full potential.

The Party General Secretary emphasised that Da Nang must become an international trade centre, an attractive destination for investors and tourists, a gathering place for talents and creative ideas, a place where tourism, ecological and cultural resources jointly create attractiveness and unique identity, so that together with the capital city of Ha Noi, Ho Chi Minh City, Hai Phong City, Hue City, it can be both a driving force for economic development of the whole country and a symbol and pride in overcoming difficulties and obstacles, and rising up successfully in Viet Nam, a new model of socialism with its own unique characteristics. To do so, Da Nang must respect, preserve, inherit and promote its cultural and historical values and achievements…

Da Nang must be proactive in order to make breakthroughs

Emphasising the tasks in the coming time, the Party General Secretary suggested that Da Nang must focus on building a streamlined Party Committee and political system that operates effectively and efficiently, in parallel with strengthening solidarity and unity within the Party Committee, the entire political system and consensus among people from all walks of life.

In particular, Da Nang identified the arrangement of the organisation of the city's political system to be streamlined, effective and efficient, and the arrangement of administrative units so that government agencies are closer to the people and serve them better, as an important revolution that needs to be carried out resolutely and urgently.

Along with that, the city must proactively prepare the mindset and conditions to ensure timely and effective implementation of the arrangement of administrative units at all levels as soon as there is an official policy from the Central Committee of the Communist Party of Viet Nam and well prepare for the Party Congresses at all levels for the 2025 - 2030 term so that they will be a broad political activity for the entire Party and the entire people.

Party General Secretary To Lam requested that the city to systematically and effectively implement the Central Committee of the Communist Party of Viet Nam (CPV)’s resolutions, policies, and orientations on developing Da Nang in conjunction with innovation in thinking, strategic vision, and determination to realise development aspirations.

At the same time, it is necessary to fully and accurately identify potentials and advantages to proactively research and propose to the Central Committee of CPV to perfect institutions, issue mechanisms and policies and create new development space and motivation. The city should effectively implement the Da Nang Master Plan for the 2021 - 2030 period, with a vision towards 2050, organise suitable socio-economic activities for rapid and sustainable development of sectors and fields...

In particular, the Party General Secretary requested the city to promote its cultural identity, revolutionary traditions, and the qualities of the people of the heroic Quang land who are self-reliant, self-reliant, confident, creative and flexible. The city needs to encourage the spirit of dedication to the homeland and country, dare to think, dare to do, dare to innovate, act decisively and take responsibility for the common interests among local leaders, cadres, civil servants, and public employees, along with taking local development achievements and people's and businesses' trust as measures to evaluate staff and work efficiency.

Along with that, focus should be on developing high-quality human resources, especially attracting experts in the fields of technology, finance, training highly skilled workers to meet the needs of the market and investors and considering this the most powerful weapon to develop Da Nang in the digital age and innovation.

The Party General Secretary noted that the Da Nang Party Organisation and the government must pay special attention to developing Da Nang's culture and people. It is necessary to ensure sustainability in terms of nature, build an environmental city, implement well social welfare policies, care for people's lives in conjunction with programmes that are deeply humane and unique to the city; maintain political security, order, and social safety; build a solid national defense posture and a solid people's heart posture.

The Party General Secretary also had great expectations for the Party organisation, government and people of Da Nang to continue to unite and join forces, with a desire to contribute, high political determination, flexibly seize opportunities, be proactive, creative, turn difficulties into motivation, turn challenges into opportunities to comprehensively promote the cause of innovation and successfully complete the tasks set forth by the Resolution of the 13^th National Party Congress and the 22nd Da Nang Party Congress, building Da Nang today as well as tomorrow to become increasingly rich, peaceful, civilised, and modern, together with the whole country entering a new era.
