Promoting internal strengths to help Da Nang - Quang Nam affirm national and international stature

During his working session on Saturday with the standing boards of the Da Nang Municipal and Quang Nam Provincial Party Committees, Party General Secretary To Lam urged to promote local strengths to help the Quang - Da land affirm national and international stature.

He highly appreciated the outstanding results of the two localities, while pointing out some limitations. In particular, Da Nang is facing many challenges as its economy is still small in scale compared to the whole country and many other localities.

Meanwhile, the role of Da Nang in regional connectivity - especially with Quang Nam Province and other central regional localities - has not yet been fully tapped. In that context, the implementation of new development models, including administrative unit rearrangement, has become an urgent requirement to expand growth space, and restructure development space and management apparatus in line with long-term vision.

The Party chief expressed his hope that the proposed merger of Da Nang and Quang Nam Province will transform the new Da Nang - Quang Nam into a socio-economic powerhouse in central Viet Nam and a trailblaser in modernisation.

Outlining some orientations for the coming time, he stated that efforts should be made to build a new Da Nang - Quang Nam into a growth pole of Viet Nam with high competitiveness in the Asia - Pacific region.

He stressed the need for a new Da Nang - Quang Nam to not only position itself as the economic - social centre of Central Viet Nam but also demonstrate a pioneering role in leading other localities in the process of modern development.

Mr. Lam urged faster economic restructuring to boost labour productivity and harness local strengths. He outlined key goals, including an international financial centre, a free trade zone, a modern coastal city, and a world-class tourism hub blending leisure and heritage.

He also urged defining the region’s strategic role and unique assets - Chu Lai as an industrial and logistics engine, Hoi An – My Son as a cultural-ecotourism hub, and a hi-tech agricultural zone.

A comprehensive master plan must ensure balanced growth, avoiding overconcentration in Da Nang while unlocking Quang Nam’s potential, he said.

He envisioned Da Nang - Quang Nam as a national hub for innovation, hi-tech, and startups, leading in digital, circular, green, and marine economies. This, he proposed, requires a digital government-smart city-modern administration model, improved human capital, top talent attraction, and a skilled leadership contingent suited to new governance models.

It was also asked to improve livelihoods, eradicate poverty, and foster private sector growth, he added. Strengthening national defence, security, and sovereignty protection remains essential, alongside regional integration and a “borderless” administrative approach to development among localities.

The Party leader remarked that the merger was not merely an administrative change, it was a historic opportunity for Quang Nam and Da Nang to unite in building a premier economic, cultural and innovation hub, reaching beyond borders to claim a rightful place globally and nationally.

He, therefore, assigned the National Assembly and the Government to provide full support, ensuring that the new Da Nang - Quang Nam will effectively follow major Party policies, particularly through groundbreaking proposals regarding financial mechanisms, planning, organisational structure, and pilot projects in new fields.

He believed that the new Da Nang - Quang Nam will continue to be a strategic growth pole, a hub for startups and innovation, and a leading livable coastal city, contributing to bringing Viet Nam firmly into the era of sustainable development and prosperity.
