Models for urban government discussed
A discussion on the selection of a pilot model for urban government took place in Da Nang on Thursday morning in the presence of some of the leaders of local departments and agencies and advisory experts.
There are 2 possible models for the organisation of the municipal People’s Committee (PC). The first comprises 1 PC Chairman, 4 PC Vice Chairmen plus secretary commissioners. The second idea is to have 1 Chairman, 4 Vice Chairmen, and the other members will be the heads of some of the local departments and agencies.
In addition, PCs at district, ward and commune levels will operate administrative mechanisms under the leadership of their chairmen, who will be appointed by their more senior leaders.
A 2nd phase of the model would see PCs abolished at district level, leaving only PCs at ward and commune levels. The chairmen of the ward PCs will be appointed directly by the municipal PC Chairman.
The model’s 3rd phase suggests a mayoral mechanism without a municipal PC with the mayor either elected by local voters or assigned by the Vietnamese Prime Minister.
