Administrative penalty imposed on those leaving home under unnecessary circumstances amid Covid-19 crisis

The Da Nang Department of Justice has issued specific administrative fines which are imposed on those who are found leaving home under unnecessary circumstances during the city's compulsory social distancing period. 

In particular, either a warning or a fine of 100,000 VND - 300,000 VND will be imposed for failure to take personal protection measures, depending on violation levels. The penalty is applicable to anyone getting involved in fighting Covid-19, and those who are at a high risk of catching the deadly virus.

Besides, breach of the ban on public gatherings must suffer a fine of 5 million VND -10 million VND.

According to the Da Nang Steering Committee for Covid-19 Prevention and Control, after the city saw a second wave of Covid-19 infections, many locals across the city have been detected and warned for violating the social distancing rules.  Most of the violations were related to gathering in groups and not wearing masks in public.

Under the in-place physical distancing rules, everyone is required to stay home as much as possible and only go out under absolutely necessary circumstances such as trips for food, medicine, emergency care or for working at essential businesses, factories, and services that have been allowed to continue operating.

People are required to maintain a two metre distance from others, and gatherings of more than 2 people are banned in public places.

As for a newly-issued initiative to curb the virus spread, residents are now told to go to the market only once every 3 days.  In detail, each family has been given only 5 coupons to use over the 15 days which allow them to go shopping at traditional markets for odd or even days in orders to limit crowds and gatherings.
