Tightening management of residency of foreign nationals in Da Nang

Over recent times, Da Nang has seen some foreign nationals, including Chinese citizens, enter illegally and engage in criminal activities and social evils. Growing complicated, this problem has caused adverse impacts on the security across the city. In a great effort to address this matter of deep concern, Da Nang police has been taking proper measures to crack down on foreign violators.

Of Da Nang’ districts, Ngu Hanh Son and Son Tra house the largest number of foreign nationals. Over the past time, the authorities in the two districts have, in prompt yet effective fashion, handled many cases of illegal residence and security violations committed by foreigners there.

Currently, more than 2,520 foreigners are temporarily residing in Ngu Hanh Son District. They temporarily stay in various types of accommodation including hotels, apartments, rental houses, homestays, self-contained apartment, villas and condotels.

Since the beginning of this year, the Ngu Hanh Son District police detected and handled 40 Chinese and one Taiwanese citizens who had illegally entered Da Nang, and three others wanted by the Chinese Ministry of Public Security.

Likewise, in late August, as part of a mass inspection of foreign nationals in Da Nang, the Son Tra District police had examined 13 local establishments accommodating foreigners, hereby detecting a total of 22 foreigners who had yet to declare their temporary residence to the local authorities.

In the coming time, the Ngu Hanh Son authorities will strictly tighten the supervision of organisations and companies that employ foreign workers across the district to timely detect those who fail to summit their work permits to functional bodies.

In a similar vein, in Son Tra District, Senior Lieutenant Colonel Phan Minh Man, the Head of the district-level police force, revealed that more proactive measures will be taken to detect any violations, especially cases of illegal entry to Viet Nam.

In particular, heed will be paid to promoting the publicity of the Vietnamese laws on foreigners’ entry in, exit from, transit through and residence in Viet Nam to the general public, especially the owners and managers of accommodation establishments, and businesses employing foreign nationals.

Also, more courses, especially in such foreign languages as Korean and Chinese, will be offered to functional forces so as to serve the management of the residency of foreign nationals in Da Nang. 

In their points of view, Da Nang police officers said there is no other way than to tighten the control of hotels, private apartments for lease where foreigners stay in order to eliminate any their law violations, and strictly handle these offending cases in line with the Vietnamese laws.

Under the Vietnamese laws, those who organise for people to enter Viet Nam illegally will be criminally charged.

In fact, foreign violators usually take advantaged of loopholes in Viet Nam’s legal system to commit offences. It is high time to tighten the management of foreign nationals in Da Nang in a uniform and consistent manner, on the basis of the Vietnamese laws.

Foreigners who enter Viet Nam illicitly or stay in the country against the law must undergo medical examination and epidemiological investigation before being sent back to their home country.

The Vietnamese government has temporarily halted entry to all foreigners, starting from 22 March, citing deep concerns over the spread of the complicated COVID-19 pandemic at that time.
