Da Nang is now entering a new phase in fighting the virus with relaxing more restrictions to help bring life in the city back to normal amid COVID-19 precautions. The Da Nang government is calling on everyone across the city to comply with the recommended precautionary measures to protect themselves and their wider community.

Residents who refuse to comply with the city’s COVID-19 rules, or who obstruct a person from complying, can face fines.

The Da Nang government will impose administrative penalties for failure to comply with the city’s COVID-19 guidelines, the Da Nang Department of Justice has announced. The municipal government has to put down strict rules to have penalties to enforce them to tackle COVID-19 amid the complex developments of the pandemic.

Here are the fines you could face for breaking the city’s COVID-19 rules.

Non-compliance with comply with QR code check-in rules in public places, production facilities, drinking and eating establishments, crowded events and public transport services is subject to a fine of between VND 5 million and VND 10 million for individuals or between VND 10 million and VND 20 million for companies and organizations according to regulations stated in Clause 2, Article 14 of Decree No. 117/2020/ND-CP issued by Viet Nam’s national government.

Failure to declare type-A contagious diseases of yourselves or others to local healthcare workers is subject to a fine of between VND 10 million and VND 20 million for individuals or between VND 20 million and VND 40 million for companies and organizations under the Infectious Diseases Act.

Those who intentionally spread type-A contagious diseases could face a fine of between VND 10 million and VND 20 VND for individuals or between VND 20 million and VND 40 million for companies and organizations in accordance with regulations as stated in Clause 3, Article 7 of Decree No. 117.

Failure to report to authorities at local level or local public health agency about persons infected with the coronavirus could carry a fine of between VND 10 million and VND 30 million for individuals or between VND 20 million and VND 60 million for companies and organizations in accordance with regulations as stated in Clause 1, Article 12 of Decree No. 117.

The government of Viet Nam on September 28, 2020 issued Decree No. 117/2020/ND-CP which provides penalties for administrative violations in the healthcare sector. Some provisions of Decree 117—mostly those related to disease control and epidemic situations—took effect immediately, with the remainder taking effect on November 15, 2020. The decree, which was based on a draft proposed by the Ministry of Health, replaced Decree No. 176/2013/ND-CP on the same matter.

The main administrative penalties under Decree 117 are reprimands and fines. Administrative penalties are based on the scope and severity of a violation in accordance with the regulations under Decree 117.
