Da Nang roads encroached on by inappropriately-parked cars

The deely-concerning situation of illegal parking has recurred in Da Nang, especially on some streets in residential areas, around schools and offices, and in alleys, thus causing traffic disorder and safety.

Specifically, cars parked rampantly leading to local traffic jams on inner city roads such as the Le Quy Don - Trung Nu Vuong intersection, Binh Minh 1, Binh Minh 3, Le Thi Hong Gam, Hai Phong, To Huu, Xuan Dieu and Quang Trung.

Chief Inspector of the Department of Transport Tran Lanh said that the volume and density of vehicles participating in traffic in the city are increasing rapidly, especially cars, while the traffic infrastructure has not catch up with that. Besides, the awareness of the traffic order among some drivers is still limited, resulting in  many violations of traffic safety.

Especially the act of illegally encroaching on roadside, flower gardens, parks, sidewalks and public places by many car owners and drivers has adversely affected  urban beauty, potential congestion and traffic accidents.

Typically, at the Le Quy Don - Trung Nu Vuong junction, where Le Quy Don Primary School and Tran Hung Dao Junior High School are located, traffic jams usually happen at peak hours.

Notably, right in front of the Le Quy Don Primary School, the authorities have posted a sign prohibiting parking at a distance of 100m. However, many cars are parked pumper to pumper along the two sides of this road, causing traffic chaos here during rush hours.

The similar troubling fact usually also occur on such downtown streets as Nguyen Thi Minh Khai, Hai Phong, Le Thanh Ton and Le Loi because they are located nearby the Tran Phu High and Phan Chau Trinh senior high schools, along with the May 19 and Tien Sa kindergartens.

Besides, other narrow roads around schools and agencies such as Le Thi Hong Gam, Binh Minh 1, Binh Minh 3, Phan Boi Chau, Ly Thuong Kiet and Le Lai also see the both sides packed with lines of cars parked here. Such an illegal parking act has obscured road users’ view, leading to many accidents occurring at these points.

Ms. Nguyen Thi To, who lives on Binh Minh 1 Street, Binh Thuan Ward, Hai Chau District complained that re-occurring situation of illegally- parked cars occupying part of the roadway in the city centre as seen currently has been partly attributed to a shortage of public parking lots and severe sanctions.

According to the Chief of Office of the Da Nang Traffic Safety Board Nguyen Trung Nghia, so as to handle the situation of drivers ignoring signs and intentionally parking their cars on prohibited roads in the inner city, his agency has asked functional forces to proactively strengthen patrol and surprise checks, strictly handle violations and continue allowing cars to be parked on downtown streets either on odd dates or even dates in a great effort to combat traffic jams.

At the same time, it is necessary to call for investors to develop smart parking lots in the inner city as soon as possible.

In the first quarter of 2022, the Inspector of the Da Nang Department of Transport has sanctioned more than 720 violations of illegal stopping and parking cars with a total fine of more than VND 602 million. Accordingly, the total number of violations of traffic order and safety in the city in the first quarter of 2022 was 17,501.

According to Article 5, Decree 100/2019/ND-CP dated December 31, 2019 of the national government on administrative sanctions in the field of road and railway traffic, the act of illegally stopping or parking cars must suffer a fine of ranging from VND100,000 to VND1.2 million, whilst some serious acts can be fined up to VND12 million.
