Also at the court, Le Thi Kim Anh, 43, hailing from Hai Duong Province, and Le Thi Thanh Loc, 30, a native of Ha Tinh Province, have been each sentenced to 9 months of probation for the abovementioned guilty.

According to the indictment, on May 5, 2021, functional bodies in Da Nang paid an administrative inspection to a house at 35 Vu Mong Nguyen in Khue My Ward, Ngu Hanh Son District, and then found Jiang Fei and Wang Xu, both 30 and Chinese nationality, operating in Viet Nam for the wrong purpose along with some other Vietnamese people.

The results of the investigation determined that on December 5, 2019, Jiang Fei entered Viet Nam legally and worked as a supervisor who was in charged of monitoring the activities of computer data entry staff on the internet.

On December 26, 2020, Jiang Zhoufeng, who was a friend of Jiang Fei and legally entered Viet Nam, established the BOVIET Vietnam Investment Management Co., Ltd in Hoa Thuan Dong Ward, Hai Chau District. The Chinese man hired Le Thi Kim Anh to work as a company director with a monthly salary of VND12 million, and  Le Thi Thanh Loc as an interpreter with a monthly salary of VND10 million.

During his stay in Viet Nam, through Jiang Zhoufeng, Jiang Fei got to know Kim Anh and Loc.

Around the beginning of 2021, Jiang Fei asked for support from Anh and Loc to assist his friend named Wang Xu from China to illegally enter Viet Nam, and Da Nang in particular, under the guise of a foreign expert.

In fact, Wang Xu is not a foreign expert or investor who is included in Viet Nam government-approved list of foreign nationals to give priority for entering the country amid the complex developments of COVID-19 in the world. He intended to work with Jiang Fei in Viet Nam instead of doing a job at Anh’s company that sponsor him to work for.

Loc contacted Pham Thi Van Anh, born in 1995, temporarily residing in Thanh Xuan District, Ha Noi to complete entry visa procedures for Wang Xu. Van Anh did not know the purpose of Wang Xu's entry.

After finishing the job, Jiang Fei gave Loc a total of more than VND65.8 million, including the costs of visa application, air tickets, medical isolation of Wang Xu, which was then transferred to Van Anh.

On April 17, 2021, Wang Xu entered Viet Nam at Ha Noi’s Noi Bai International Airport and underwent mandatory quarantine in Bac Ninh.

After completing his mandatory quarantine period on May 1, 2021, Wang Xu went to Da Nang and stayed illegally at a house at 35 Vu Mong Nguyen, Ngu Hanh Son District.

On May 5, 2021, Wang Xu was found to illegal entry into Viet Nam by functional bodies in Da Nang whilst helping Jiang Fei monitor the activities of computer data entry staff on the internet at the aforementioned address.
