Da Nang speeds up progress of land use
Over the past year, the Da Nang Department of Natural Resources and Environment actively inspected land plots on which projects were seen slow progress according to the planning.

Abandoned land is left unattended
Over the past two decades, a large plot of land at the corner of the intersection of Nguyen Tri Phuong and Nguyen Van Linh streets, south of the March 29 Park in Chinh Gian Ward, Thanh Khe District, has been left untouched for trees and grass to grow densely, causing sloppiness and loss of urban beauty right in front of the entrance road to Da Nang International Airport.
Notably, people do not know the owner as well as the purpose of use of the land lot.
Currently, the large plot of land is subdivided and the construction of a 12-storey building, and a temporary parking lot is underway, whilst the land lot with 2 frontages on Nguyen Tri Phuong and Nguyen Van Linh streets is being surrounded by corrugated iron fence outside with the name of a big bank.
According to Director of the municipal Department of Construction Phung Phu Phong, the adjustments on detailed planning of the abovementioned large plot of land south of the March 29 Park was approved by the municipal People's Committee on August 9, 2011, with a total area of more than 6,000 square meters. The land plot is divided into a number of lots of land. The entire land area is commercial and service land and currently a number of land lots in this large land plot have been transferred, bought and sold through other organizations and individuals.
A 12-storey building is under construction by the Summit Building Co., Ltd, whilst the remaining land lots have not been put into use. The reason is that in the past, the municipal People's Committee had only approved the detailed planning, but had not yet formulated a project or issued a project investment policy. Therefore, it is necessary to request the investors of these land lots to soon complete the construction investment procedures to have a basis to put the land into use.
Specifically, in May 2019, the municipal People's Committee approved an extension of the use schedule of the 1,301m2 land lot No. 209 on which a 12-storey building is under construction on Nguyen Van Linh Street, for 24 months. However, the owner then transferred the land lot to the Summit Building Co., Ltd.
The 1,407m2 land lot No. 212 on Nguyen Van Linh Street has been transferred to a hydropower company and extended the land use schedule for 24 months since June 14, 2022.
The owner of the 1,138m2 land lot No. 213 on Nguyen Van Linh Street has carried out the procedures to apply for a construction permit.
As for the land plot with two frontages of Nguyen Tri Phuong and Nguyen Van Linh streets, a bank received the right to use it from August 2012 but it received an administrative violation record in June 2022 from the Department of Natural Resources and Environment for slow construction progress.
Inspections increased
In the coming time, the Department of Natural Resources and Environment will continue to coordinate with relevant units and localities to implement effectively the State management of land, and promptly handle projects that are behind schedule or violate the Land Law.
The district-level authorities are asked to strengthen inspections and handle according to their competence the commercial and service land areas, and production and business establishments of households and individuals that are slow to deploy or to put it into use, and are transferred or used for wrong purposes.
State agencies need to speed up the progress and settle the relevant administrative procedures for investors to implement their projects and put the land into use. Efforts will be made to solve obstacles and difficulties in land procedures to create conditions for investors to continue implementing projects in order to free up resources and contribute to the city’s socio-economic development.
