Secretary of Hai Chau District Party Committee Tran Thang Loi proposed to supplement the quota of teachers per 10,000 people, promote cashless payments, and invest in public transport infrastructure.
He stressed the need for the city to work and negotiate with investors to deploy a central business district (CBD) centre in the Da Nang Industrial Park in order to increase socio-economic development opportunities for the city, as well as build traffic roads on old railways after moving the existing railway station out of the city centre.
In addition to a work crossing the Han River to connect Dong Da with Van Don streets, the city needs to build a road connecting Chu Huy Man and Nguyen Huy Chuong streets to the sea, he added.
He noted importance should be attached to a parking area and a focal point for static traffic in front of the Trung Vuong Theatre in a bid to serve visitors in such downtown areas as Bach Dang, Tran Phu, and Han and Con markets.
Mr. Loi undertook the necessity for the city to save the land fund for urban reconstruction projects in the city centre, as well as call for potential investors to implement urban reconstruction projects.
Particularly, after moving the An Hai Broadcasting Station, part of the area should be used to build a new administrative centre of Son Tra District and a public park. In addition, it is necessary to make plans and scenarios to cope with floods in the context of heavy rains, and add Ngu Hanh Son and Son Tra districts to the affected areas of storms and tropical depressions.
He agreed to expand and upgrade the Hoang Sa Exhibition House into the Hoang Sa Museum.

Head of the municipal Party Committee’s Commission for Internal Affairs Vo Cong Chanh showed his agreement with the municipal Department of Planning and Investment’s recommendations about setting a goal of the city's average GRDP growth rate of 9.5% during the 2021-2030 period, and adjusting the planning of Hoa Vang district to become a fourth-class urban area and a town.

During the meeting, some delegates expressed disagreement about opinions made by the provincial planning appraisal council about more than 15km-distance between Da Nang International Airport and the Solid Waste Treatment Complex, and an over 13km-distance between Da Nang International Airport and the local biodiversity area.
According to the draft Master Plan for major developments in Da Nang in the 2021 - 2030 period, with a vision to 2050, by 2030, the city eyes becoming one of the major socio-economic centres of the country and Southeast Asia, with the role of a hub for startup, innovation, tourism, commerce, finance, logistics, high-tech industry, information technology and supporting industry; one of the centres of culture - sport, education - training, high quality healthcare, and science - technology of the whole country; a centre for organising regional and international events; a seaport city and an international coastal city with the position of being the nucleus of the urban chain and the growth pole of the central key economic zone at Asian level; and a modern, smart and eco urban, and a worth living city.
Specifically, the average economic growth rate in the period 2021-2030 will reach 9.5-10%/year, whilst GRDP per capita will be about VND200-220 million/person (equivalent to US$8,000- 8,500).
The growth rate of the total number of guests served by accommodation establishments will be 17.5-18%/year, and the revenue of accommodation, food and travel sectors will increase by 12.5-13%/year.
The logistics industry cluster will account for about 10% of the GRDP, and the digital economy about 35-40%. The growth rate of goods export turnover is expected to be 9-10%/year, while budget revenue in the city is predicted to rise by an average of 9-11%/year.
The total investment capital for social development will go up by 11-12%/year. About VND 800 trillion in the total investment capital for social development in the 2021-2030 period will be mobilised. The urbanisation rate will reach more than 90%.
By 2050, Da Nang eyes turning itself into a big, eco, smart, identity and sustainable urban centre; a hub for international tourism, high-tech industry, information technology, and innovative start-ups; a regional international financial centre; and an Asian level liveable coastal city.
