Building a skilled working class to meet Da Nang's development requirements
After 15 years of implementing Resolution No. 20 issued by the 10th tenure Central Committee of the Communist Party of Viet Nam on "Continuing to Build the Vietnamese Working Class in the context of Intensifying Industrialization and Modernization of the Country, Da Nang has yielded positive outcomes in building a skilled working class thanks to the comprehensive leadership of the Da Nang Party Committee, thereby contributing to driving the city’s growth.

The Da Nang Federation of Labour stated that in recent years, the municipal Party Committee and the municipal People's Committee have timely issued numerous policies to care for the material and spiritual life of workers and employees. Notable efforts included the building of workers' housing in Hoa Cam Industrial Park, incentives for socializing childcare facilities and building social housing located near industrial parks. Additionally, cultural facilities have been built to organize exciting events to entertain employees and workers in a bid to enhance their spiritual life.
To enhance the spiritual life of workers, the municipal People's Committee has issued a plan to develop cultural and sports facilities in the city until 2025, associated with the city’s master plan for developing a system of cultural and sports facilities in the 2013-2020 period, with a vision to 2030, in line with the city's development strategies. The plan has set specific targets for each type of facility, identified tasks, and created a roadmap tailored to particular situation in each unit and locality of the city.
The goal by 2025 is to upgrade the municipal Labour Culture House, and allocate land funds for the construction of cultural and sports facilities in industrial parks to serve workers and employees. At least 30% of the city’s industrial parks and export processing zones will build their own cultural and sports centers.
The 4,500 m2 Cultural and Sports Center for Workers located in Hoa Khanh Industrial Park has been built at a total cost of over VND 4.2 billion, providing free services for trade unions in Hoa Khanh, Thanh Vinh, and Lien Chieu industrial parks to host cultural and sports events, open training courses, and launch awareness-raise campaigns.
In addition, the municipal administration has directed relevant agencies to build social housing for workers working for companies operating in industrial parks.
To date, the construction of 1,499 apartments have been completed while 546 others are under construction. Besides, the city has called for investment in a project to offer around 600 apartments. Furthermore, heed is paid to coordinating with the Viet Nam General Confederation of Labour to choose a site suitable for building a trade union facility serving workers in the Lien Chieu District.
The city's trade union organization asked the municipal government to set up a fund to support poor workers in 2017 with an initial capital of VND 10 billion.
Till date, this fund has offered loans for 2,195 trade union members across the city with a revolving fund amounted VND 64.055 billion. Additionally, the Da Nang branch of the Vietnam Bank for Social Policy has offered loans worth VND 123.36 to 2,368 public employees.
Trade union activities have received strong support from authorities at local level, with a focus on protecting the legitimate rights and interests of workers, employees and contractors, as well as building harmonious, stable, and progressive labour relations.
Trade unions at all levels have made great efforts in developing new members in private and foreign-invested enterprises that have 30 or more employees. As a result, more than 200,000 new trade union members have been admitted, and 1,457 grassroots trade union organizations have been established.
Since 2008, trade unions at all levels have introduced 20,668 outstanding members to the Party, of whom, 12,767, including 2,455 workers have become Communist Party members.
According to the assessment of the municipal Party Committee, during 15 years of implementing the Resolution No. 20 issued by Central Committee of the Communist Party of Viet Nam, the workforce and trade union organizations in Da Nang have grown stronger, matured, and continued to develop in terms of quantity and quality. Living conditions of workers and employees have been improved significantly. The role and position of the city’s working class have been elevated while their professional and technical skills have improved remarkably.
The city’s working class have acquired and mastered advanced science and technology while they are disciplined at work and have a healthy lifestyle, meeting the city’s requirements for a 'new era in sustainable development.
