According to the Municipal Traffic Safety Committee, the programme was in response to the Traffic Safety Year Plan 2023 themed "Understanding the Law to Build a Safe Traffic Culture” associated with the "Giving helmets to pupils". This was a practical and noble humane action with the goal of "Wearing a standard helmet to protect yourself".

Building a traffic culture for first graders is one of the solutions to educate traffic safety to them, thereby creating a sense of compliance with traffic laws among pupils. Notably, wearing standard helmets and properly fastening the straps are a safe method to reduce risk of being injured in a traffic accident while sitting on motorbikes. This is a way to protect children and future generations to form the habit of obeying the traffic law right from childhood.

During the programme, the city’s Traffic Safety Committee presented quality helmets to first graders of the Le Lai Primary School. Also, the recipients were instructed on how to choose and wear helmets correctly as well as be guided in the knowledge and skills to participate in traffic safely.

It is known that 700 helmets will be given to 1st grade pupils in 7 districts across the city, including 100 ones for Ngu Hanh Son District alone.
