Hoa Xuan Ward: "Good land for birds to come and settle"

From poor rural villages to urban areas, where factories, enterprises, and various forms of private economic activities, commerce, and services are flourishing across Cam Le, particularly in Hoa Xuan, providing employment for a significant portion of the local population.

To achieve the current prosperous life, authorities in Da Nang have made significant efforts in supporting loan programmes, facilitating the transition of occupations, and addressing employment issues for the local residents.

Increasing number of businesses, poverty reduction

According to the Cam Le District People's Committee, from the beginning of 2023 to November 23, the total budget revenue in the district was VND 624.531 billion, reaching 87.96% of the city's assigned estimate, equivalent to 90.77% compared to the same period last year. Important tax revenues from the non-state economic sector reached 78.3% of the estimate, and personal income tax 65%. The district's block revenue achieved over 99.77% of the assigned estimate.

The economic and social situation in the district maintains relatively strong growth in certain sectors. The total added value in the area hit VND 4,753 billion, equivalent to 75% of the plan. The trade and service sector experienced significant growth, reaching VND 3,371 billion, or 75.2% of the plan. The total retail sales of goods and services stood at VND 5,550 billion, equivalent to 74.6% of the plan. The industrial and construction sector showed positive changes, achieving VND 1,378 billion, or 75% of the plan.

Currently, there are 9 OCOP (One Commune One Product) products in the district, including 4 rated four stars and 5 rated three stars.

In the first 9 months of 2023, 672 newly established businesses, 2,160 businesses resumed operations, and business registration licenses were granted to 1,160 individual households in Cam Le District.

In recent years, like other localities in Cam Le District, the economy of Hoa Xuan Ward has consistently experienced strong growth and development. The number of businesses and business households in the locality has significantly increased each year. Particularly, the ward has actively promoted socialization, attracting social investment resources to ensure the development and improvement of education, healthcare, culture, and sports. Rapid changes in the landscape, coupled with comprehensive technical infrastructure construction, have transformed the Hoa Xuan area into a "magnet" for people and businesses from other localities to live and invest in business and production.

According to the Chairwoman of the Hoa Xuan Ward People's Committee, Mrs Ho Thi Cam Nhung, the locality has been actively promoting the economic restructuring towards trade and services.

As a result, after 15 years of resettlement, the ward now has over 2,000 active and steadily developing enterprises. From an area with just over 5,200 households, Hoa Xuan Ward has now doubled in size. It is noteworthy that the number of poor households has decreased from over 800 to 26 households in 2023, and it is projected to further reduce to 17 households in 2024.

Developing an ecological urban area in line with the city’s overall planning

Implementing the policy to support the transition of occupations and address employment for people after resettlement, Da Nang’s authorities have promptly initiated vocational training classes for farmers, provided preferential loans, and introduced job opportunities in factories and businesses within the ward to ensure a stable income for local residents.

"For older farmers who may not have suitable qualifications for working in businesses, the ward conducts training sessions and guides the implementation of high-tech agricultural models or lends vacant plots for cultivation to develop the economy of households and ensure stable income" added Ms Nhung.

Meanwhile, Mr Le Cong Dong, Head of the Division of Labour-Invalids and Social Affairs of Cam Le District, noted that throughout the relocation and resettlement process for various projects in the district, particularly in Hoa Xuan Ward, local authorities and relevant agencies have exerted considerable efforts to aid residents in transitioning occupations, resolving employment challenges, and supporting livelihoods.

As a result, the number of impoverished and disadvantaged households has significantly decreased each year. For the remaining poor households in Cam Le District in general, and Hoa Xuan Ward in particular, in the coming time, the Department will collaborate with local authorities to conduct a thorough review and specific classification of each case. Based on this, sustainable solutions will be devised to support them in overcoming poverty.

The leadership of the People's Committee of Cam Le District referred to the district's commitment to continuing the implementation of the municipal Party Committee, People's Council, and People's Committee's strategies and directions.

The district pledged to concretize, mobilize, and efficiently utilize all resources, exploit potentials and advantages for development. Simultaneously, the focus was on restructuring the economy towards trade and services, construction industry, and agriculture.

The district will call for and attract investment to build commercial centres, financial services, healthcare, and education, as well as continue to invest in the development of urban infrastructure, focusing on upgrading internal urban transportation and public facilities.

The district authorities are committed to implementing the city's '5 No's, 3 Yes's' programe and 'City of 4 Safe Programmes' campaign and local social welfare policies in a bid to improve the quality of life and support vulnerable groups in society.

In the realm of economic and social development, Cam Le District envisions the continuous development of Hoa Xuan Ward until 2025 and subsequent years as an ecological, innovative, cultured, and modern urban area that aligns with the city's overall planning.

Concurrently, there is a concerted effort towards economic development, particularly in the realm of trade and services, with a proactive approach to attract investments in commercial centers and various service industries.

Alongside these economic pursuits, Hoa Xuan Ward is dedicated to the effective implementation of various practical models aimed at fostering unity and cohesion within the community, contributing significantly to the comprehensive stability and development of the locality.

Leveraging its existing advantages, Hoa Xuan Ward is well-positioned for swift, comprehensive, and sustainable development, playing a pivotal role in the overall advancement of Cam Le District and the city at large.
