Da Nang police officer dedicated to serve community
With his great passion for technology since childhood, during his tenure at the Division of Cyber Security and Hi-tech Crime Prevention of the Da Nang Department of Public Security, Senior Lieutenant Nguyen Quoc Huy has proposed numerous initiatives that have significantly contributed to busting several major fraud rings in the city.

In 2018, Huy was assigned to work at the Hoa Vang District Department of Public Security after four years of training at the People's Police Academy. In 2022, he was assigned to work at the Division of Cyber Security and Hi-tech Crime Prevention.
The Division of Cyber Security and Hi-tech Crime Prevention is at the forefront of combatting high-tech crime and cybersecurity, requiring a high level of technological expertise. In the course of their duties, practical combat situations have generated numerous scientific research and development needs.
Responding to these demands with creativity, proactivity, and a sense of responsibility, Senior Lieutenant Nguyen Quoc Huy and his team focus on monitoring the online space, proposing multiple solutions, and organizing research initiatives to implement them. Many of these solutions have been successfully applied, unraveling critical issues and contributing to the unit's achievements in safeguarding national security and public order.
As shared by Senior Lieutenant Nguyen Quoc Huy, the online environment is anonymous, and technology is constantly evolving. To effectively combat cybercrime, police officers must continuously learn, improve their knowledge, and keep abreast of the latest technological platforms.
Through persistent efforts, while serving at the Division, Senior Lieutenant Huy has actively participated in several operations targeting individuals conducting activities on the internet that undermine national security, such as fraud and illegal data trading.
According to Senior Lieutenant Huy's assessment, these individuals operate with great cunning, utilizing fake information, virtual bank accounts to post publicly traded data on forums and groups, and using anonymous services to erase traces, making it extremely difficult to uncover their true identities.
"My team tried tirelessly to follow every clue, lead, and verification for a long time, but we didn't achieve any specific results. It seemed that we hit a dead end in finding these individuals. However, we discovered a social media account engaged in selling personal data on forums and groups. Moreover, this individual had previously used this social media platform for brokerage and fraudulent activities. With this information, we initiated verification, gathered data, and pinpointed specific details about the individual. Subsequently, we employed operational measures to persuade and invite the individual to the office for further actions," Senior Lieutenant Huy further explained.
Not only proficient in expertise and professional skills, Senior Lieutenant Nguyen Quoc Huy also sets a remarkable example, actively leading and participating in organizational activities and youth movements initiated by the Da Nang Youth Union.
According to Lieutenant Colonel Ho Dinh Tri, Head of the Da Nang Department of Public Security’s Youth Union organisation, as the Secretary of the Youth Union organisation of the Division of Cyber Security and Hi-tech Crime Prevention, Senior Lieutenant Nguyen Quoc Huy has ignited and passed on the fire to build a beautiful lifestyle and community spirit among the youth union members. It can be seen that through building and implementing operational models of the Division’s Youth Union organisation, they have always been at the forefront, actively undertaking difficult tasks and complex missions, contributing to the successful completion of the unit's political mission as well as that of the Da Nang Department of Public Security.
As a result, 100% of the Youth Union members actively engage in supporting the poor, mitigating and preventing natural disasters, constructing and repairing charity houses, and exceeding the targets for humanitarian blood donation. They regularly organise cultural and sports activities, as well as build a gym and a table tennis room to serve the training and spiritual needs of Youth Union members.
Actively promoting the "Youth Creativity" movement, Youth Union members frequently research and apply information technology in practical work to enhance the quality and efficiency of their work.
During the year, the Youth Union members have developed two software applications for practical use, registered and submitted documents to the Director of the municipal Department of Public Security for recognition of innovation; the unit's cybersecurity and safety team won first place in the National Cybersecurity Competition organized by Department A05 of the Ministry of Public Security and received an Encouragement Award in the young informatics competition for city officials and employees in Da Nang.
With his enthusiasm, dedication, and efforts in professional activities and Youth Union movements, Senior Lieutenant Nguyen Quoc Huy was awarded a Commendation Certificate by the Ho Chi Minh City Youth Union in 2022. He received a Commendation Letter from the Director of Da Nang Department of Public Security Police for outstanding achievements in youth movements in 2023.
In 2024, the Youth Union organization of the Division of Cyber Security and Hi-tech Crime Prevention was honoured by the Da Nang Youth Union as one of the 24 advanced units following Uncle Ho's teachings.
