In Phu Hoa 1 Village, Hoa Nhon Commune, Hoa Vang District, Da Nang, everyone knows Mrs. Dinh Thi Tien. She is known as a diligent, active, and quick-witted female Party secretary who always prioritises the interests of the people, serving as a vital and reliable bridge between the Party’s policies and the people's will in Phu Hoa 1 Village.

To Mrs. Tien, the success of village tasks and the support of the people signifies that the village officials have completed their duties. Conversely, if no one listens or acknowledges, then it’s a failure, and “skillful mass mobilization” cannot be achieved. However, for village officials, earning credibility, trust, and the support of the people is a long story and cannot simply be achieved by words.

Mrs. Tien and her family always set a good example by complying with the regulations of the Party, the State, and the local authorities. She walks the talk, embodying the principle "Even the smallest act that benefits the people should be done with utmost effort". Committed to her role, she doesn't shy away from challenges. She believes that if one works earnestly and prioritizes the interests of the community, they will gain the people's trust and support.

"You must be deeply involved, understand the local context, and be aware of the people's concerns and aspirations. More importantly, you must listen and be open-minded while showing patience. Additionally, you must represent the people’s legitimate interests and raise their issues with higher authorities. Without skillful mass mobilization, there would easily be protests, not the outstanding achievements in completing village tasks we’ve seen recently," Mrs. Tien shared.

Thanks to effective advocacy, a narrow and degraded inter-block road in the village was widened, paved with asphalt, and fitted with lights after the villagers voluntarily donated land, materials, and labor.

Another example is when the village's Party cell and people's committee sought approval from the commune and mobilized the villagers to help implement a project with a total construction cost of nearly VND 80 million, of which Mr. Nguyen Van The contributed VND 70 million. After a short time, the new road was completed, ensuring safe and clean travel for residents.

Phu Hoa 1 Village has many ongoing projects, many of which have negatively impacted the people's lives. However, thanks to good mobilisation and communication, the villagers have followed the city’s policies, preventing the village from becoming a hotbed of complaints and petitions over the years.

To support the poor and those in difficult circumstances, Mrs. Tien initiated the "Piggy Bank" model to raise funds for welfare. The model was well-received by the villagers, who voluntarily participated. In the 2022 piggy bank collection, more than VND 22 million was raised, which was used to help the sick and provide gifts during festivals and holidays.

For more than 10 years, Phu Hoa 1 Village, under Mrs. Tien’s leadership as Secretary of Party cell, has always led in grassroots movements in Hoa Nhon Commune. The village’s Party cell has consistently fulfilled its tasks excellently, receiving recognition and awards from various authorities.

These achievements are the result of the entire political system in the village actively participating in the "Skillful Mass Mobilisation" movement. This movement has been enthusiastically embraced by associations, organizations, and the people, promoting their right to participate according to the principle of "letting the people know, allowing the people to do, and guiding the people to follow".

According to Ms. Phan Thi Thu Hong, Secretary of the Hoa Nhon Commune Party Committee, the "Skillful Mass Mobilisation" movement has created a widespread and profound impact, transforming the actions of the political system from the commune to the village level. Phu Hoa 1 Village is a prime example, driving the achievement of socio-economic development goals, ensuring national defense and security, and contributing to building a stronger Party and local political system.
