Many creative solutions for administrative reform communication
In 2024, Da Nang’s Hoa Vang District implemented many new solutions and initiatives on administrative reform communication, contributing to boosting digital transformation in the locality.

Many good solutions
Head of the Office of Home Affairs of Hoa Vang District Ngo Duy Quang said that in 2024, authorities in the district developed a plan to implement administrative reform propaganda tasks, including communication at agencies, units, and localities, through the district and commune electronic information pages, and through social networks and grassroots information systems.
Many good models and initiatives on administrative reform communication have created positive spillover effects. Accordingly, the first edition of a contest to seek models, products, innovative solutions, and applications in administrative reform and digital transformation in Hoa Vang District was implemented from August to November 2024 with the participation of 15 collectives, and 7 individuals/groups of authors with 27 products.
The products have clear application purposes, aiming to help organisations and citizens conveniently access information and provide public services. The contest created a spreading force, and aroused emulation movements in performing administrative reform and digital transformation tasks in agencies and units in the district.
In particular, in Hoa Ninh Commune, through direct dialogue conferences between leaders of the Party Committee, People's Committee of the commune with Party cell secretaries, village heads, and representatives of organisations and individuals in the commune on administrative reform and digital transformation in 2024. These events helped the commune leaders promptly grasp the thoughts and aspirations of the people, as well as offer explanation for people to understand and perceive more fully and deeply about administrative procedures and digital transformation work.
Propaganda solutions through "Digital Transformation Festival - Administrative Reform", "Digital Transformation Point in Building Smart Villages", and "Contest: Learning about Digital Transformation - Project 06/CP-CCHC" organised in the communes of Hoa Lien, Hoa Tien, Hoa Nhon and Hoa Bac have increased interaction, and promoted the participation of cadres, civil servants, and people in administrative reform and digital transformation.
Practical effectiveness for people
Ms. Che Thi Anh Tuyet is a non-professional activist in charge of administrative reform work in Hoa Son Commune. She has the initiative to make a video instructing on online submission of documents for a group of interconnected administrative procedures. She said that the initiative aimed to improve the quality and efficiency of administrative reform work, better serve people and businesses, and reduce the workload of state management agencies.
The commune's "One-stop shop" division has already established a volunteer team of administrative reform collaborators to advise on many solutions and small models to promote online public services in diverse and appropriate forms.
Along with that, the commune has a model for handling procedures in the field of labour, war invalids and social affairs under the authority of the commune level through public postal services and the model "No appointment, no cash on Wednesday".
Since this instructional video has been available, the rate of online application submission of the commune has reached and even exceeded the target, sometimes reaching 100%.
