New momentum for Da Nang's development

In Resolution No. 169 on promulgating the Government's action programme to implement the Politburo’s Conclusion No. 79 on continuing to implement Resolution No. 43 on building and developing Da Nang to 2030, with a vision to 2045, it is clearly stated that it is necessary to create a new momentum to develop Da Nang to be worthy of its role as a center and a locomotive in the north-central and central coastal region.

So far, the city has been coordinating with central ministries and branches to remove difficulties and obstacles, unlock resources from projects and land plots, promote potentials and advantages for development, and carry out projects, to create momentum for its development.

Motivation from projects with unblocked obstacles

In recent years, Da Nang has proactively implemented the contents under its authority and actively coordinated with central ministries and branches to remove difficulties and obstacles in projects and land plots in the city. Since then, a series of real estate, service and commercial projects are being implemented in the city. These projects have been creating growth in the construction industry's production value, promoting the real estate market, and contributing to the city's budget.

This further affirms that the resources in projects and land areas facing difficulties and obstacles are an important development space for the city. Removing difficulties and obstacles is to unlock this large resource and create a driving force for the local socio-economic development.

The city has actively worked with ministries and branches to propose to the Politburo, the National Assembly, and the Government to have a policy to tackle difficulties and obstacles related to projects and land in the conclusions of inspections, examinations, and judgments to soon unlock this large and important resource.

The municipal People's Committee has established a working group to deploy and implement Conclusion No. 77 dated May 2, 2024 of the Politburo on the project "Plan to remove difficulties and obstacles related to projects and land in the conclusions of inspections, examinations, and judgments in some provinces and cities" in Da Nang.

Director of the municipal Department of Construction Phung Phu Phong informed that from the results of removing difficulties and obstacles for project and land investors in recent years, in 2024, the Department deployed project appraisal and granted construction permits for more than 85 projects totalling more than VND 61,000 billion.

Deputy Director of the municipal Department of Natural Resources and Environment Vo Nguyen Chuong said that in the past time, the city has closely followed and flexibly applied mechanisms and policies, as well as had many new and creative ways to maximise resources from land for investment and development.

The land use structure shift is consistent with the economic structure shift, accordingly, the land fund for industrial production, infrastructure, and urban areas is expanded, meeting the requirements of industrialisation and urban development.

In the coming time, the city will continue to focus on publicising and implementing the 2024 Land Law along with the decrees and circulars that have come into effect and legal documents detailed by the People's Council and People's Committee of the city.

At the same time, the city will implement specific land policies according to Resolution No. 136/2024/QH15 of the National Assembly on the organisation of urban government and pilot a number of specific mechanisms and policies for its development.

Planning projects deployed effectively

Implementing public and private investment projects according to planning and plans is a solution to create momentum to attract investment and promote socio-economic development, especially large-scale, key and dynamic projects.

According to Mr. Phung Phu Phong, the planning work has had many positive results with the completion of 6 projects to partially adjust the city’s master plan to 2030, with a vision to 2045.

The city has approved 11 zoning planning projects, of which, all 9 urban zoning planning projects have been completed and approved. The technical infrastructure planning projects are expected to be completed and approved in late 2024. The approved zoning plans will help speed up the approval of detailed plans to implement many projects.

In Resolution No. 169/NQ-CP, the Government requires urgent and effective implementation of the planning for the north central and central coast region and the central dynamic economic zone.

Also, heed is on building Hoa Vang into a satellite city; effectively implementing the Da Nang master plan for the 2021-2030 period, with a vision to 2050; complying with the orientations of regional planning and the national planning system; arranging the space of socio-economic activities appropriately to ensure rapid and sustainable development of sectors and fields; boosting inter-regional and inter-sectoral connectivity.

Efforts are made to ensure regional connectivity and linkages, in which Da Nang is the core urban area; transforming Da Nang Industrial Park into An Don International Financial Quarter; converting the Tien Sa Port into a tourism - marine service centre; continuing to expand the Da Nang High-Tech Park together with urban areas to become a complex of creative, modern urban - high-tech areas with synchronous infrastructure system.

The Central Government will prioritise the arrangement, allocation and effective use of resources, especially the central budget to speed up the progress of key and inter-regional projects and works.

Included will be projects on dredging Co Co River, upgrading the Tho Quang fishing port into a major fisheries centre of the Central Viet Nam, developing infrastructure of potential locations to become Son Tra national tourist area, building Lien Chieu Seaport and Da Nang University urban area, relocating Da Nang railway station and developing urban areas, increasing the capacity of Da Nang international airport, coordinating with Quang Nam Province to expand Dac Oc border gate into Nam Giang international border gate, converting Tien Sa Port into a tourism port, and expanding national highways 14B, 14G and East-West Economic Corridor 2 (national highway 14D).

Deputy Director of the municipal Department of Planning and Investment Le Thanh Tung said that, in the immediate future, the city will concentrate on mobilising resources to implement public investment projects and also consider this as a source of "bait" capital to attract domestic and international investors.

Besides, Da Nang will continue to promote fast and concise administrative procedure reform, and facilitate businesses and investors when implementing projects in the area, thereby contributing to creating a driving force for the city's development.
