Innovative initiatives in administrative reform

Emphasising the proactive role of the youth in promoting, guiding, and supporting citizens in the use of online public services, the Youth Union organization of Hoa Phong Commune, Hoa Vang District, Da Nang, has achieved significant positive results over recent times.

The Youth Union organization of Hoa Phong Commune has focused on communication methods tailored to rural youth, implementing the "Year of Digital Transformation in Union Activities". At the same time, it has effectively promoted the “Three Responsibilities” movement among members, officials, and public servants. This effort highlights the youth's proactive role in advancing administrative procedures in the electronic environment, providing convenience, transparency, and time and cost savings for citizens and businesses.

At the Bo Ban Village, despite his old age, Mr. Tan Kim quickly completed his application for a land use certificate online after receiving guidance from the commune’s youth union members. According to Mr. Kim, obtaining a land use certificate used to require multiple visits, consuming a lot of time. However, since the Youth Union introduced the “Mobile Citizen Support Team” model, this process has become much simpler.

“The ‘Mobile Citizen Support Team’ model has brought many practical benefits to residents. Administrative procedures have been significantly streamlined compared to before. This is a breakthrough in administrative reform for Hoa Phong Commune” said Mr. Khanh.

Sharing about the implementation of the model in villages, Mr. Nguyen Van Sy, Secretary of the Hoa Phong Commune Youth Union, stated that most residents in the commune are farmers with limited IT knowledge. However, effective communication has led many residents to become familiar with the model. Specifically, commune leaders have actively encouraged specialised departments to promote the initiative through loudspeaker systems and Zalo groups across the 13 villages. Moreover, grassroots officials enthusiastically assist and guide residents to minimise unnecessary travel.

Hoa Phong is one of the most urbanised communes in Hoa Vang District, with numerous ongoing projects. Activities such as land clearance, compensation, construction, and other issues closely tied to residents’ lives have made the Saturday citizen assistance programme, conducted at the commune’s ‘one-stop shop’ department or directly in the community, highly effective.

Residents now prepare their documents meticulously from the outset, thanks to early access to detailed, practical instructions provided by youth union members and officials.

Mr. Nguyen Thinh, a resident of Khuong My Village, shared his experience of applying for marital status verification and certifying documents. Arriving at the commune just after 8 a.m., he provided the required information to a youth union member and received his completed documents by 9 a.m. Mr. Thinh noted that most administrative procedures in the commune are now completed on the same day, bringing him relief and confidence when visiting government offices.

After nearly two years of implementing the "Saturday for Citizens" initiative and the “Mobile Citizen Support Team” model, the Youth Union of Hoa Phong Commune has provided substantial benefits and practical results. Nearly 1,500 local residents have been supported in completing administrative procedures directly in villages and at the commune’s ‘one-stop shop’ department.

According to Mr. Nguyen Ba Tam, Chairman of Hoa Phong Commune People’s Committee, the efforts of the commune’s Youth Union in promoting, guiding, and supporting citizens in the use of online public services have significantly contributed to the timely resolution of administrative procedures. These efforts have facilitated the quick delivery of documents, making legal processes more convenient for citizens and businesses. Furthermore, they have enhanced the satisfaction of residents regarding the dedication and responsibility of public servants while improving the effectiveness and efficiency of local governance. These contributions have played a crucial role in advancing the commune's socio-economic development.
