No-appointment Wednesday mornings at An Hai Nam Ward
This is a flexible administrative reform model implemented by authorities in An Hai Nam Ward, Son Tra District, Da Nang, following the merger of the former An Hai Tay and An Hai Dong wards. When registering his marriage at An Hai Nam Ward, Huynh Ngoc Thuong was surprised to complete the procedure and receive his certificate immediately, instead of having to wait until later in the day as per standard regulations. He shared that the "No-Appointment Wednesday Mornings" model is highly convenient, especially for busy individuals who cannot afford to spend too much time waiting for administrative processes.
"Although there were many people applying for administrative services, the staff handled everything very quickly. This is an efficient and convenient model. I hope it will be expanded to other wards and districts in the city to further benefit the public" Thuong suggested.
Similarly, Phan Thuy Tien, a resident of 1053 Ngo Quyen Street, found the initiative highly beneficial, helping residents save time. She proposed that in addition to Wednesday mornings, the ward could flexibly extend the model to other days of the week to handle different administrative procedures, thereby enhancing public service quality.
According to the People's Committee of An Hai Nam Ward, the "No-Appointment Wednesday Mornings" model was initially launched in April 2024 in the former An Hai Dong Ward. After the merger of An Hai Tay and An Hai Dong, the model continued in An Hai Nam Ward, maintaining its goal of improving convenience for residents.

With this model, residents can instantly complete seven judicial administrative procedures, including the issuance of civil status extracts, marriage status certification, death registration, marriage registration, birth registration, signature authentication, and certified copies of original documents.
According to Mr Hoa Duy Hien, the ward’s Judicial and Civil Status Officer, after two months of implementation, the initiative has received positive feedback from the public. The fast and streamlined process has significantly reduced waiting times and multiple visits, proving especially beneficial for busy individuals or those with urgent matters.
Given these significant results, the ward leaders have instructed departments to continue improving the process to ensure smooth document handling without delays or congestion. The ward is also assessing actual demand to consider expanding the model to additional weekdays, contributing to a modern, flexible, and citizen-friendly public administration.
