Along with the socio-economic development, the Party Committee and the government of Da Nang always identify the work of "Gratitude to people with revolutionary contributions" as a major policy, and a central and continuous task.

Aside from effectively implementing the Ordinance on preferences for revolutionary contributors, the city has issued many outstanding policies to continuously enhance policies, and take better care of families with meritorious services and people with revolutionary contributions.

Many outstanding policies

Da Nang currently has more than 16,800 subjects who are senior revolutionary cadres, pre-uprising cadres, Heroic Vietnamese Mothers, Heroes of the People's Armed Forces, labour heroes, war invalids, sick soldiers, and martyrs' relatives. They are enjoying regular preferential policies and regimes with a total monthly payment of more than VND 34 billion.

The city fully implements the regimes and policies according to the Ordinance on preferences for revolutionary contributors and their relatives. In particular, in recent years, the city has issued many outstanding policies to ensure social security among local people in general and those with revolutionary contributions in particular.

Prominent among them is Resolution No. 86/2014/NQ-HDND dated December 11, 2014 of the municipal People's Council approved the monthly subsidy policy for people with revolutionary contributions who are receiving low subsidies in the city, with an additional subsidy of VND 200,000/person/month.

On July 11, 2019, the municipal People's Council issued Resolution No. 245/2019/NQ-HDND on health care support policies for some groups of people with revolutionary contributions, and policies to support people with revolutionary contributions, and relatives of people with revolutionary contributions in poor households who are no longer able to work.

Specifically, monthly allowances of VND 1.5 million/person is given to people who participated in revolutionary activities before January 1, 1945, and Heroic Vietnamese Mothers. Monthly allowances of VND 1 million /person go to revolutionary activists from January 1, 1945 to the August 1945 uprising, war invalids, sick soldiers, and resistance fighters infected with toxic chemicals with a disability rate, illness, and reduced working capacity of 81% or more.

Most recently, on December 14, 2023, the Da Nang People's Council issued Resolution No. 102/2023/NQ-HDND amending Resolution No. 19/2016/NQ-HDND dated August 11, 2016 of the People's Council on regular and ad hoc allowance policies for people with revolutionary contributions who suffer from serious illnesses and are in difficult circumstances in the city.

Accordingly, the monthly regular allowance for revolution contributors increases from VND 500,000 to VND 1.03 million and currently nearly VND 1.4 million per person according to the new allowance standard of Decree No. 77/2024/ND-CP.

In 2023 and 2024, aside from Tet gifts, the city gave an additional VND 500,000/person/household to people with revolutionary contributions.

Lives of people with meritorious services constantly improved

To specify Decision No. 22/2013/QD-TTg of the Prime Minister on supporting people with meritorious services to the revolution in housing, the city has developed and issued many outstanding policies to support families and people with meritorious services to stabilise their housing, contributing to improving their living standards.

Notably, Resolution No. 132/2017/NQ-HDND of the Da Nang People's Council on policies to support land use fees and funding for new construction and repair of houses for people with meritorious services to the revolution in the city.

Accordingly, the support level for land use fees for people with meritorious services to the revolution and their relatives ranges from VND 45 million to VND 70 million per household depending on the subject.

At the same time, in addition to the support level for new construction and house repair according to the Central Government's regulations (new construction: VND 40 million/house, repair: VND 20 million/house), the city will support an additional VND 20 million for each newly built house, and VND 10 million for each repaired house.

On December 13, 2024, the Da Nang People's Council continued to issue Resolution No. 67/2024/NQ-HDND stipulating the level of financial support for new construction or renovation and repair of houses for people with revolutionary contributions and relatives of martyrs in the city. Accordingly, in addition to the support level according to the Central Government's regulations of VND 60 million/newly built house and VND 30 million/repaired house, the city will support an additional VND 40 million/newly built house and VND 10 million/repaired house.

All abovementioned policies demonstrate the responsibility and concern of the Party Committee and the government of the city in caring for and improving the lives of people with revolutionary contributions and relatives of martyrs.

Responding to the programme to eliminate temporary and dilapidated houses in 2025, the whole city has 369 households with meritorious contributions receiving support to renovate their houses, of which 70 households built new houses and 299 households repaired downgraded ones.

According to plan No. 06/KH-BCĐ of the municipal Party Committee's Steering Committee on the elimination of temporary and dilapidated houses, the support level for people with revolutionary contributions is VND 100 million for a newly built house, and a maximum of VND 40 million for a repaired house from the central and city budgets.

In addition to supporting the construction and repair of houses for people with revolutionary contributions, Da Nang is the pioneer in the country in building social housing for people with revolutionary contributions from the state budget.

After more than 2 years of construction, the social housing development for people with revolutionary contributions on Vu Mong Nguyen Street in Khue My Ward, Ngu Hanh Son District was already completed to mark the 95^th anniversary of the founding of the municipal Party Committee and the 50^th anniversary of the city's liberation.

This is not only a construction project, but also a symbol of gratitude and responsibility towards those who have contributed to the country and the city.

In the coming time, the city will continue to direct relevant agencies and units to review and amend a number of specific policies of the city to improve the living standards of people with revolutionary contributions in the city.

Specifically, efforts will be made to continue to implement the project on building social housing apartments for families of people with meritorious services to the revolution who have housing difficulties in the city, contributing to ensuring the goal of "households of people with meritorious services having a standard of living equal to or higher than the average standard of living of local residents".
