Born and raised in the sunny and windy land of Quang Tri Province, Tran Hai Hoang understands very well the hardships and difficulties that pupils here have to face, especially those living in remote and border areas.

As a member of the Board of Directors of the “Outlander Central Family” Association, he has advised the Association to organise many meaningful volunteer activities to help needy pupils continue their education path.

Since 2019, Tran Hai Hoang and members of the Association have maintained and expanded their volunteer activities to many localities such as Quang Tri, Quang Nam, Quang Ngai, Kon Tum and Da Nang.

Notably, in 2022, they organised the charity programme "Going to school with you" at the Ba Tang Primary and Junior High School, and the Thuan Junior High School, both located in the border area of Huong Hoa District, Quang Tri Province.

Accordingly, 135 sets of grade 3 textbooks and 125 sets of grade 7 textbooks were donated to the Ba Tang Primary and Junior High School, whilst 84 sets of grade 7 textbooks were given to the Thuan Junior High School. Additionally, many gifts of candy were presented to children there. The total amount of the charity programme was more than VND 100 million.

Since the first charity programme was organised in 2019, Lieutenant Colonel Tran Hai Hoang, together with the "Outlander Central Family" Association, has provided active support for disadvantaged mountainous communes in Quang Tri and Quang Nam provinces. In particular, over 20 bookcases have been donated to the A Ngo Primary and Junior High School in Dakrong District, Quang Tri Province, and the A Tieng Primary School in Tay Giang District, Quang Nam Province.

From 2020 to now, Tran Hai Hoang has raised funds from benefactors to conduct meaningful charity trips to the most difficult areas of provinces from Quang Tri to Kon Tum.

In 2024 alone, he conducted five such trips. In June 2024, after raising more than VND 100 million, the group went on a trip to support Tan Hiep Village, Tra Son Commune, Bac Tra My District, Quang Nam Province where many Ca Dong ethnic people live.

The in-kind donations were very practical and meaningful, including multi-purpose cutting machines, wheelbarrows, labor tools, blankets for families, warm clothes, milk for the sick and the elderly, notebooks and school supplies for pupils, and candy for children. In particular, members of the Association gave free haircut to children there.

There were volunteer trips to give helmets and disseminate laws on traffic safety and order to hundreds of ethnic minority pupils in the mountainous area of A Vao Commune, Dakrong District, Quang Tri Province, as well as donate ducklings and fish to families in difficult circumstances in Huong Lap and Huong Nghiep communes, Huong Hoa District, Quang Tri Province.

In Da Nang, Tran Hai Hoang and the "Outlander Central Family" Association have coordinated with many units to offer free medical examinations, treatment and medicine to the Co Tu ethnic people in Hoa Phu and Hoa Bac communes, Hoa Vang District, and the Village of Hope.

During his participation in charity and volunteer work and other meaningful programs, Lieutenant Colonel Tran Hai Hoang felt the joy and excitement of the people and pupils when receiving small but warm gifts. Since then, he has always wanted to do something truly practical and meaningful to help people in difficult circumstances even more.

Tran Hai Hoang is an exemplary and responsible cadre, and is trusted by his teammates. In his volunteer work, he is an example for organizations and businesses to trust and admire.

His seemingly small work has helped families in difficult circumstances have more faith in life, and helped children have textbooks to broaden their knowledge. His good deeds have contributed to making the police uniform more beautiful and humane in the hearts of the people.
