Accelerating digital transformation, taking people as the centre

The Da Nang People's Committee has just announced the results of the assessment and ranking of digital transformation in 2024 in agencies and localities. The results are the basis for departments, branches, sectors, and People's Committees at all levels to review and accelerate digital transformation to better serve the people.

Many efforts from agencies and units

According to the report, in 2024, 6 out of the 24 departments, agencies and sectors, were classified as excellent (an increase of 2 agencies compared to 2023), 7 as good, 10 as fair, and 1 as average.

In particular, the Da Nang Department of Information and Communications (now the Department of Information and Communications merged with the Department of Science and Technology to form the Department of Science and Technology) took the lead in the rankings with 98.06 points.

The Department is the core unit in boosting the digital transformation and building smart city by approaching the three axes of infrastructure - data - smart applications, including policies, architectural framework for orientation; infrastructure, data as foundation; smart applications with people and businesses as the centre to evaluate effectiveness.

Among the 6 central agencies, 5 were classified as excellent (an increase of 5 compared to 2023), and an agency classified as fair. Of which, the Da Nang Social Insurance (now Social Insurance of Region XXII) led with 96.12 points. The outstanding result of the unit was mainly attributed to the review and authentication of information of social insurance and health insurance participants with the national database on population.

In late 2024, the Da Nang Social Insurance verified that, according to the national population database, 99.6% of the population was participating in social and health insurance, which amounts to more than 1.12 million people (excluding armed forces and military relatives). The unit also implemented instructions for installing and approving electronic Vietnam Social Security application accounts (VssID) for 682,638 individuals, representing 61% of the city's population.

In the category of the district-level People's Committees, three agencies were classified as excellent, 2 as good and 2 as fair. In particular, Hai Chau District People's Committee topped the list with 97.23 points.

The units made significant improvements across all three pillars of digital government: digital economy and digital society. Notably, they achieved nearly 100% in processing administrative procedures online. All reports from agencies under the district are now 100% available online. Additionally, over 90% of roads in districts have implemented cashless payment systems. Furthermore, all small traders at markets in districts are now conducting transactions through online payments, and 100% of schools have adopted cashless payment methods.

For the block of People's Committees of wards and communes, 4 wards in Hai Chau District, 3 in Lien Chieu District, 8 in Thanh Khe District, 2 in Son Tra District, 5 in Cam Le District, 2 in Ngu Hanh Son District, and 1 in Hoa Vang District were ranked excellent.

Accordingly, the People's Committee of Hoa Thuan Tay Ward in Hai Chau District achieved 99.93 points, the highest in the block of communes and wards. The ward's outstanding results included the implementation of the model of "Paperless - cashless public services", and the development of the app "Hoa Thuan Tay Smart" on the social network Zalo with many digital transformation utilities.

Accelerating digital transformation

In general, the results of the assessment and ranking of digital transformation in 2024 of agencies and localities have increased in terms of points or rankings compared to 2023, reflecting the relative efforts of the units in digital transformation.

However, the municipal People's Committee asked the tax sector to coordinate with the Department of Science and Technology and relevant agencies to synchronise citizen identification data and identity cards with personal tax codes.

According to the Department of Science and Technology, the city has set several key digital transformation targets for 2025. These include ensuring that the digital economy accounts for 24% of the city's gross regional domestic product (GRDP); achieving the highest rate of online public services in the country - 90%; processing 75% of all records online (up from 60% in 2024); reducing administrative procedures by 20% through the use of digital data; 100% of working-age individuals to have digital accounts for accessing public services, with 50% possessing digital signatures; and 100% of households to have digital addresses and at least one smartphone with an internet connection.

Mr. Tran Ngoc Thach, Deputy Director of the Department of Science and Technology, said that to achieve the abovementioned targets, the city will concentrate on investing in information technology infrastructure and digital infrastructure; and attracting, training and developing human resources in science, technology, information technology.

Heed will be on developing the application of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 (Project 06) in ministries, branches and localities in 2025 and the following years; as well as strengthening international cooperation.
