Da Nang makes efforts to accelerate handover of the Lang Van project site

Since early 2025, authorities in Da Nang’s Lien Chieu District have been actively collaborating with various departments and relevant agencies to urgently carry out site clearance activities in a bid to expedite the implementation of the Lang Van Tourism and Resort Complex project, also known as the Lang Van project.

Flexible but complying with compensation and site clearance regulations

The Lang Van project spans over 515 hectares, and the Prime Minister approved the investment policy adjustments for the project at the end of 2024. There are a total of 2,057 clearance records in both phases of the project, with the second phase alone accounting for 668 records related to more than 3,300 graves, so this substantial workload presents significant challenges.

However, Lien Chieu District has actively implemented the processes of counting, legal verification, and developing compensation, support, and resettlement plans. Since late March 2025, the local authorities, along with the city's relevant departments, have initiated mandatory counting for households that had not yet agreed to the compensation terms. This step aims to accurately determine the actual volume of land and develop a realistic compensation plan.

Mr. Nguyen Minh Toan, Deputy Director of the Lien Chieu District Land Clearance Board, stated that to ensure fairness and efficiency in the site clearance process, the board has conducted a thorough legal review and has closely coordinated with the authorities of Hoa Hiep Bac Ward and other relevant departments. Each specific case is evaluated carefully, adhering to regulations while remaining flexible to suit the situation and safeguard the legitimate rights of the residents. All inquiries and feedback are welcomed and explained transparently, with direct communication at the site when necessary. The measurement and counting processes are carried out seriously, publicly, and transparently, with full information provided to each household. As a result, the majority of residents affected by the project have expressed their agreement and are willing to hand over the land, facilitating the prompt commencement of construction for the project.

Chairman of Lien Chieu District People's Committee Hoang Thanh Hoa affirmed that the district has mobilised the entire political system to participate in site clearance work. Working groups have visited each household to mobilise and record recommendations, thereby promptly proposing appropriate support policies to superiors. One of the typical cases is the family of Mr. Nguyen Son in Hoa Hiep Bac Ward whose agricultural land area was recovered by more than 275m².

On the legal and practical basis, his family has received adequate support from the district’s Land Clearance Council and agreed to hand over the land for the project. Mr. Son shared “My family has lived here for a long time, this is a big project of the city so the family is very supportive. The ward officials and other departments provide full support. I just hope there will be more support policies in order for us to stabilise our lives in the future”.

In a similar vein, Mrs. Tuong Thi Sau, another resident in Hoa Hiep Bac Ward, also expressed her agreement with the general policy. “The officials come to each house and give clear information. I also want the city to develop in the future so I don’t ask for much, I just hope to have a stable place for my children and grandchildren to study and work” she said.

Mr. Phan Cong Bang, the Head of the Propaganda and Mass Mobilisation Department of the Lien Chieu District Party Committee, stated that recently, working groups from Lien Chieu District and Hoa Hiep Bac Ward have visited each household to engage in mobilization efforts. “We have visited some households up to four or five times. During these visits, we explain the policies, listen to their concerns, provide spiritual encouragement, and advocate for higher authorities to implement additional policies that support career transitions and create job opportunities for disadvantaged households”.

Ensuring legitimate rights for people

Mr. Ha Thuc Nhon, Chairman of the People's Committee of Hoa Hiep Bac Ward, said that by April 15, the Lien Chieu District Land Clearance Council had processed most of the 2,057 clearance applications.

According to the Da Nang Department of Agriculture and Environment, under the above-mentioned, the Lang Van (Van Village) eyes becoming a low-density eco-tourism complex, combining trade - services and nature conservation to serve people and tourists. Therefore, the municipal People's Committee is urging the Lien Chieu District authorities and other functional departments to speed up and complete the site clearance by early April to soon implement the project.

According to the investigation, the People's Committee of Lien Chieu District has issued a decision to reclaim land in accordance with legal procedures. At the same time, it has worked with the municipal Department of Agriculture and Environment to organize four dialogue sessions with residents on April 3, 4, 7 and 8 to remove obstacles.

Lien Chieu District authorities also committed to completing site clearance in April 2025, creating conditions for the project to start. With high political determination, the synchronous participation of authorities at all levels and the consensus of the people, the clearance of the Lang Van project is on the right track.

The leaders of Lien Chieu District aim to complete site clearance by April, paving the way for construction to begin in the second quarter of 2025. This milestone is crucial for the development strategy of the northwestern region of the city and will serve as a driving force for economic growth, tourism, and job creation for thousands of workers.
