Issue of e-invoices in petroleum business and retail activities

As recorded at petroleum retail store No. 6 under the Petrolimex Da Nang on the afternoon of March 19, the store deployed the issuance of e-invoices on the software system to manage Petrolimex stores or directly at Point-of-Sale (POS) devices for payment.

Mr. Nguyen Anh Huy, who came to a gas station to have his motorcycle refilled and got a receipt, highlighted that the use of e-invoices brought convenience for him to save documents.

It is known that Petrolimex Da Nang is one of the four petroleum distributors in the city that have deployed e-invoices for each sale from July 1, 2023 for 77 stores, of which 32 stores are in Da Nang and 45 ones in Quang Nam Province.

To date, 32 petroleum stores citywide have 187 pump stations (305 pump nozzles) connected to the automation system, recording and issuing e-invoices immediately after each sale. The company's average number of e-invoices is 72,200 per day.

Director of the company Luu Anh Tu said that e-invoices are created and issued immediately after each sale for customers at the gas station. The e-invoices are stored to serve the inspection and supervision requirements of customers and competent authorities.

He added that customers receive e-invoices to compare and manage gasoline and oil purchase transactions through email address and their invoice account, or looking up directly on Petrolimex's website at https://hoadon.petrolimex.com.vn  and the General Department of Taxation's electronic invoice system at https://hoadondientu.gdt.gov.vn.

Meanwhile, the Hoa Khanh General Trading and Services Company Limited used e-invoices for petroleum business and retail activities from January 26, 2024 at its 13 gas retail stores across the city. To date, the company has issued more than 330,000 e-invoices.

Mr. Nguyen Van Phuc, Director of the company, said that since early July 2022, the company has invested in gradually changing the system of gasoline pumps with equipment to record the history of each gasoline pump. After that, the company has researched solutions to issue e-invoices for each sale through detailed accounting software. Up to now, the issuance of e-invoices after each sale has been basically stable, had a periodic reporting system, and met the requirements and regulations of the State and management agencies.

Solutions needed for synchronous implementation

The city’s Tax Department said it has developed a detailed Plan No. 583/KH-CTDAN dated February 27, 2024 on monitoring and inspecting the implementation of e-invoices for each sale for petroleum business and retail activities in the city.

At the same time, the unit has coordinated with the municipal Department of Public Security, the Department of Science and Technology, the Department of Industry and Trade and the Market Management Department to advise the People's Committee to establish interdisciplinary delegations to monitor and inspect the issue of e-invoices for each sale for gasoline and oil business and retail activities in the city.

Mr. Luu Duc Sau, Deputy Director of the Department of Taxation, said that the unit is working closely with relevant agencies to ensure that appropriate measures are taken against businesses that do not implement the regulations by the end of this month. They might be requested to temporarily suspend business operations or see business licenses and certificates revoked according to the provisions of law.
