In an interview with Da Nang Newspaper, Mr. Tran Thang Loi, Head of the City Party Committee's Mass Mobilization Department, shared: In 1949, in his work 'Mass Mobilization' published in the Truth Newspaper, President Ho Chi Minh affirmed: 'The strength of the people is immense. Mass mobilization is very important. Poor mass mobilization leads to poor outcomes in everything. Skillful mass mobilization leads to success in everything.'

After 49 years since its liberation and 27 years since it became a centrally-run city, Da Nang’s Party Committee, government and people have always promoted the tradition, spirit of solidarity and unity, building the city to develop more and more comprehensively in all economic and social fields with the urban appearance being increasingly spacious and modern, along with many humane policies, thereby contributing to enhancing the quality of life of the local people.

The above-mentioned results have been mainly attributed to the great effort exerted by the entire political system, the consensus of people from all walks of life and the effectiveness of ‘skillful publicity’ and ‘skillful mobilisation’. All levels, sectors, the Fatherland Front and socio-political and mass organisations have had flexible and diverse ways of implementing many ‘Skillful Mass Mobilisation’ models suitable for each locality and each target group to publicise, mobilise and unite their members and people to implement the Party’s guidelines and policies, the State’s policies and laws, disease control, and socio-economic development goals.

Up to now, according to updated statistics, district and county-level Party committees have built 482 ‘Smart Mass Mobilisation’ models (96 models in the economic sector, 278 in the cultural and social sectors, 65 in the security and defence sectors, 43 in the Party building and political system sectors). The Fatherland Front, socio-political and mass organisations have implemented 107 models whilst departments, armed forces and affiliated party committees have built 89 models. It can be said that the emulation movement ‘Skilled Mass Mobilisation’ has had a positive impact on all aspects of the city’s economic development. Many models, typical examples in organising and mobilising their members and economic sectors to promote local strengths, mobilise potentials, resources, dynamism, creativity, and the application of science and technology in production and business, hereby helping each other to get rich legitimately and reduce poverty as well. There have been more and more ‘Skilled Mass Mobilisation’ models of good production and effective business in building enterprises, farms, developing occupations and craft villages, are emerging. Typical examples include the model of ‘growing green-skinned grapefruit’ in Hoa Ninh, ‘Nhon Phuoc Mushroom’ in Hoa Nhon, ‘Hoa Duong Son Cooperative produces hi-tech flowers’, ‘Growing flowers and ornamental plants of cooperatives’.

Party committees at all levels have focused on directing the emulation movement “Skillful Mass Mobilisation’ linked with the implementation of political tasks of localities, agencies, units and enterprises. Unit leaders have skillfully organised the mobilisation of enterprises and workers to develop the economy, applied new technologies, improved labour productivity, boosted production, processing and product consumption models for high economic efficiency; built modern production models; applied scientific and technical advances in production to contribute to increasing income for workers and associations’ members.

In the cultural and social fields, the emulation movement ‘Skillful Mass Mobilisation’ has been implemented and promoted in effectiveness through the campaigns ‘All people unite to build a cultural life in residential areas’, ‘Vietnamese people prioritise using Vietnamese goods’ and ‘Industrial cultural lifestyle’. Many models of ‘Skillful Mass Mobilisation’ in implementing social security programmes, job creation, poverty reduction,  the movement ‘Tet for the poor and victims of Agent Orange’, ‘Tet reunion’ annually contribute to actively mobilising resources to support and help people affected by natural disasters, epidemics, families in difficult circumstances, poor households, as well as give more support to families, policy beneficiaries, poor patients, women and children in treatment, examination and treatment; deal with dropouts and juvenile delinquents.

The city’s political and social fronts and organisations at all levels have implemented many models to skillfully mobilise their members and people to actively participate in environmental protection activities such as ‘Youth volunteers to protect the environment’, ‘Women’s groups collect and classify waste from households’, ‘Environmentally friendly residential areas’, ‘Self-managed residential areas to protect the environment’, ‘Using environmentally friendly straws’, ‘Plastic waste collection bins’, ‘Green - clean - beautiful Sunday’, ‘Safe - civilised - clean roads’ and ‘Clean alleys, garbage-free sidewalks’, contributing to making the city spacious and beautiful.

In the field of national defence and security, the emulation movement ‘Skillful Mass Mobilisation’ has contributed to promoting legal publicity with many creative and effective ways, arousing the tradition of patriotism, promoting the role of the masses in participating in the movement ‘All people protect national security’, ‘All people participate in protecting territorial sovereignty and national border security in the new situation’ such as the model ‘Security loudspeakers’, ‘Neighbourhoods and villages without crime and social evils’, ‘Installing security surveillance cameras in residential areas’ and ‘Cultural coastal residential areas’.

‘Skillful Mass Mobilization’ work in the field of Party building and political system has been focused on by many localities. Many ‘Skillful Mass Mobilisation’ models are associated with promoting administrative reform, building e-government, and urban government. There are models that combines the reception unit with the commune-level cultural post office in receiving, handling and returning completed administrative records to people, resolving administrative procedures.  Volunteer teams task themselves with guiding people to have their dossiers handled at the district, ward and commune-level administrative units.

- To effectively promote the ‘Skilled Mass Mobilisation’ model, at the end of 2022, the Da Nang Party Committee implemented Project No. 04-DA/TU, thereby selecting 16 typical models of units and localities for replication throughout the city. At the same time, the Da Nang Party Committee’s Mass Mobilisation Committee issued Official Dispatch No. 1622-CV/BDVTU dated March 24, 2024 requesting the leaders of the five agencies and the standing committees of districts’ Party committees to direct the dissemination and organisation of replication. Accordingly, agencies, units and localities have been proactive in the implementation work.

For the models chaired by municipal agencies, positive effects have been promoted, such as the models: ‘Religions’ followers across the city participate in environmental protection, responding to climate change’, ‘Community digital technology team’, ‘Godmothers’, ‘We are always with you’, ‘Youth 24/7’. Seven local districts have continuously directed the replication of such models as ‘Mobilising resources to support households in difficult circumstances’; ‘Installing fire extinguishers in the community’; ‘Sorting and collecting recyclable waste, building a social security fund’, ‘Cultural and civilised residential area’, ‘Mobile citizen support teams’, ‘Skilled mass mobilisation in site clearance and relocation work’, ‘Safe residential area’, ‘Thursday, New Rural Day - Day of returning to the people”.

In order for the ‘Skilled Mass Mobilisation’ model to continue to be effective, in the coming time, the municipal Party Committee’s Mass Mobilisation Committee will continue to advise the municipal Party Committee’s Standing Committee to focus on directing and promoting this work in State agencies and authorities at all levels, apply IT, mass media and social networking platforms to promote and spread the ‘Skilled Mass Mobilisation’ emulation movement in the city. Along with that, this agency will continue to guide wards based on their actual situation to register to replicate the model. In particular, the city will allocate funding according to the assigned budget of Project No. 04-DA/TU and mobilise additional resources from businesses, cadres, party members, union members, association members and residents in the city to implement the models.
