On weekends, Ms. Luu Thi Ngoc Thuy, Head of the Neighborhood Group, concurrently Head of the Community Digital Technology Group and Project 06 No. 33, Tan Chinh Ward, Thanh Khe District and members "go to every alley, knock on every door" to propagate digital transformation work to the people.

Holding a smartphone, Mrs. Thuy demonstrates essential processes to help citizens understand and use digital technology. She actively assists residents with information searches, using the online public service portal, accessing administrative services through public postal services, and applying digital tools for business and daily life needs.

This includes engaging with e-commerce platforms, digital health, education, social policies, and advising on internet safety, protecting personal information, and preventing online fraud.

Mr. Le Hong Nam, Chairman of the People's Committee of Tan Chinh Ward, Thanh Khe District, noted that following Directive 6436/UBND-STTTT issued by the municipal People’s Committee on 21 November 2023, the ward established 36 Community Digital Technology Groups and Project 06 Teams with 252 members, per Decision 103/QD-UBND on 29 November 2023.

 

Almost a year into operation, these groups have become an extension of the Digital Transformation Steering Committee. To enhance their efficiency, the ward’s People’s Committee collaborated with the city’s Department of Information and Communications to train members in digital skills, ensuring they are proficient in technology before guiding the public.

Additionally, the enthusiasm and dedication of Community Digital Technology Group and Project 06 members—who work closely with the community—ensure that residents gain skills in basic digital tools and applications. The group uses platforms like Zalo and Facebook to keep residents informed and connected, enabling ongoing support. They also simplify technology adoption for the community’s real needs. For instance, with local businesses and food vendors at Tan Chinh Market and nearby, the group works with Viettel, VNPT, Momo, and VnPay to facilitate digital payment methods, promoting cashless transactions.

“These groups are vital in disseminating Party and State policies on digital transformation, helping develop digital citizens, build a digital government, and foster a digital economy and society within the community,” stated Mr. Le Hong Nam, Chairman of the Tan Chinh Ward People's Committee.

 

 

At An Khe Ward, Thanh Khe District, consistent efforts by Community Digital Technology Groups and Project 06 have resulted in the creation of 700 digital citizen accounts, digital payment accounts, and over 105% activation of level 2 e-identification. Additionally, the ward partnered with VNPT Da Nang to issue 150 free digital signatures for residents and launched Cashless Market 4.0, Tân An’s cashless craft street. Events like the An Khe Village Festival, featuring cashless stalls and a digital transformation quiz, have raised awareness of administrative reforms and encouraged residents to engage with local government initiatives.

In Khue My Ward, Ngu Hanh Son District, with 43 active groups, Vice Chairman of Khue My Ward People’s Committee, Mr. Mai Xuan Linh, highlighted the ward’s emphasis on digital transformation to streamline administrative procedures. The People’s Committee directs the ward police and neighborhood associations to implement the “door-to-door” approach to guide citizens in activating level 2 e-identification accounts, achieving assigned targets for the adult population.

The ward, in partnership with MB Bank and Viettel's local branch, has introduced cashless payment solutions to businesses along Ho Xuan Huong, Tran Van Thanh, Le Van Hien, Bui Ta Han, and Nguyen Dinh Chieu streets.

 

In the coming period, the People’s Committee of Khue My Ward will focus on establishing cooperative agreements with the Viet Nam Internet Centre under the Ministry of Information and Communications and the Viettel Branch in Ngu Hanh Son. This partnership aims to create training programs for Community Digital Technology Groups and Project 06 under the theme “Online Presence in the Internet Environment:

Safe, Reliable, Convenient,” while also launching the “Online Sunday” programme across the ward.

Mr. Truong Dinh Vu, Head of Community Digital Technology Group and Project 06 at No. 14, Khue My Ward, is actively involved in encouraging citizens to support digital policies. On weekends or outside of work hours, he and other members visit homes to help residents create digital accounts on DanangSmartCity and the public service portal, allowing them access to vital city information. Additionally, he assists residents in setting up e-wallets to facilitate payments for services like electricity, water, and internet, eliminating the need for in-person visits to service providers.

“Most residents in our residential group are now actively embracing digital transformation and are proficient in using basic digital platforms,” said Mr. Truong Dinh Vu.

The Department of Information and Communications emphasized the citizen-centered approach, with the city issuing Directive 2150/UBND-STTTT on 20 April 2022, which called for the formation of Community Digital Technology Groups across Da Nang. Following up on 21 November 2023, the city unified Community Digital Technology Groups and Project 06 Teams, expanding resources to streamline operations. Now, all wards have established these groups, totaling 2,531 groups and nearly 16,000 members. 

According to Mr. Tran Ngoc Thach, Deputy Director of the Da Nang Department of Information and Communications, group members include heads of residential groups or secretaries of local residential party cells, local police, youth union members, women’s union members, and farmers. At the city level, additional members from the Department of Information and Communications and digital technology companies are involved in enhancing professional expertise and facilitate effective task implementation.

“Since its establishment, the Community Digital Technology Group and Project 06, under the motto ‘visiting every alley, knocking on every door, guiding every person,’ has truly become the extended arm of the Digital Transformation Steering Committee, spanning from city, district, and ward levels to villages, hamlets, and neighborhoods. It serves as an effective channel for advocating policies, communicating guidelines, and implementing digital transformation initiatives to citizens and local communities,” stated Mr. Tran Ngoc Thach, Deputy Director of the Municipal Department of Information and Communications.

In the process of digital transformation within residential communities, the Community Digital Technology Group and Project 06 have been the key forces in guiding practical, hands-on digital skills, such as accessing and using the internet, email, public online services, and the city’s shared digital platforms, including the DaNangSmartCity mobile app and the Online Public Service Portal. They also assist in teaching online payment, e-commerce, digital services, and smart utilities to handle various aspects of daily life, education, entertainment, family matters, and personal information security on the internet.

Numerous exemplary digital transformation models have been implemented by the Community Digital Technology Group and Project 06, yielding significant results. Notable initiatives include the “Digital Community” model in Thac Gian Ward, the “Online Public Service and Digital Transformation Support Point” in Hoa Bac Commune, the “Cashless Market” at Hoa Nhon Market and Hoa Vang District, the “Mobile Citizen Support Team” in An Khe Ward, and the “4.0 Residential Group” by the People's Committee of Hai Chau District.

Mr. Tran Ngoc Thach, Deputy Director of the Da Nang Department of Information and Communications, stated: “Some notable indicators include a 96% rate of online public service usage, exceeding the national target of 80% for 2023; a 94% online filing rate, surpassing the national target of 60%; approximately 90% of the adult population holding an electronic identification account; and 45% of the adult population possessing a digital citizen account.”

Mr. Tran Ngoc Thach highlighted that the Community Digital Technology Group and Project 06 have made significant contributions and are a critical bridge to building Da Nang as a smart city. This is evidenced by the awards the city has received from the central government in recent years, including in 2023, when it again led the country in the ICT Index, or Information and Communication Technology Readiness Index. To achieve and maintain this position, the city has worked tirelessly to promote, educate, and guide the deployment of digital citizen platforms. Through the efforts of the Community Digital Technology Groups and Project 06, residents have been empowered to seize digital transformation opportunities, helping to make this process a visible, integral part of life. This initiative has elevated public awareness, thereby promoting a robust digital transition.
