A meeting recently took place in Da Nang to review the first 3 months of implementation of a Memorandum of Understanding (MoU) on building Da Nang into an IT-dependent smart city.  The agreement was jointly signed by representatives from the municipal People’s Committee and Viet Nam’s military-run telecoms group Viettel in mid-July.

It was reported that Viettel has already completed the plans for the overall IT framework of the project on the basis of the city’s existing e-government system.  The project will be deployed in 3 stages from 2017 to 2025.  Da Nang is expected to become the first smart city in Viet Nam by the end of 2025.

The IT framework for the local healthcare sector, funded by Viettel, will be put into operation in June 2017.  The focus will be on building smart management systems and setting up electronic health records at the Lien Chieu and Ngu Hanh Son districts’ medical centres.

In particular, Viettel has developed drafts of plans for promoting IT applications in the local educational sector by 2025.  The IT framework will be applied in the local education sector on a pilot basis during the present 2016 - 2017 academic year.   Importance will be attached to building the city’s educational information portal, and setting up school-level management and municipal-level enrolment systems.

Municipal People’s Committee Vice Chairman Dang Viet Dung asked Viettel to make reasonable adjustments to the IT framework for building Da Nang into a smart city.   He proposed that Viettel should set up smart management systems in many local hospitals in a synchronous manner in order to provide ID codes for their patients.  This will help the hospitals to manage the frequency of medical examinations, as well as identify patient demand for medical services to allow planning for expansion of these establishments.

The municipal Department of Information and Communications will publicise the project for building Da Nang into a smart city amongst the general public.
