Da Nang rechecks land resources in industrial parks

For the time being, the authorities of industrial parks (IPs) are recheck the use of land resources in IPs, with a focus on immediately withdrawing the previously-allocated land at projects that are falling further behind schedule, as well as heading towards an appropriate development models for the better operations of IPs in the time ahead.

Slow-moving projects strictly handled

The Authority of Da Nang Hi-Tech Park and Industrial Zones (DHPIZA) have kept a close watch on projects whose construction has been delayed or on which work has yet to commence.

Upon DHPIZA-issued reminders, the developers of many sluggish projects have speeded up the handling of investment and construction procedures and put them into effective production. Included were the Thuan Phuoc Company Limited with a land leased area of 0.54ha and Thuong Thang Dat One Member Limited Liability Company with a land leased area of 1.5ha in Lien Chieu District-based Hoa Khanh IP.

However, DHPIZA has promptly taken back under-used or unused land from some projects. The revoked land is scheduled to be leased to businesses which are in desperate need of the land for production activities with strong commitments made.

For instance, 1.18ha of leased land in the Hoa Khanh IP was taken back from the Vneco 6 Electricity Construction Joint Stock Company and then handed over to the Da Nang Telala Co., Ltd., whilst 4.36ha of land was transferred from MIGCO to the Dana-Y Steel JSC, and similarly, 4.05ha out of the 7.52ha leased land of the Da Nang Chemical Industries JSC was granted to the Daiwa Viet Nam Co., Ltd.

Some other enterprises terminated their operations and handed over the leased land in IPS to management units.

In addition, the DHPIZA has coordinated with competent authorities to administratively fine a number of enterprises that violate in the field of investment plans and handle cases under which enterprises arbitrarily sublease factories that go against the regulations.

With regard to the development model of industrial zones, upon the Prime Minister-approved adjustments to the Da Nang Master Plan for its major developments by 2030, with a vision towards 2045, the DHPIZA is considering solutions to convert fisheries projects into service - trade ones in Son Tra District-based Da Nang Fisheries Service Industrial Park.

In addition, the DHPIZA is coordinating with the Viet Nam Clean Production Centre to survey the industrial symbiosis models in Hoa Khanh IP in an attention to move towards transforming it into an ecological IP.

More favourable conditions created for businesses

Mr. Bui Duc Loi, Deputy Director of Hoa Cam IP Investment JSC, said that, the unit is willing to help projects that are sluggish during its implementation progress to remedy any “bottlenecks” and difficulties to expedite the deployment progress.

Similarly, Mr. Nguyen Trong Cuong, Director of Da Nang IP Infrastructure Development and Exploitation Company - the management unit of the Hoa Khanh IP and Da Nang Seafood Services IP said it is necessary to take back under-used or unused land from some projects to avoid land wastefulness.

However, after the land withdrawal, it should be resolved satisfactorily, ensuring the interests of the old and new investors in accordance with the law, assisting the enterprise in carrying out procedures for transferring assets and  minimize the damage to the businesses.

According to Mr. Pham Truong Son, Head of the DHPIZA, the occupancy rates at IPs throughout the city has reached more than 90%.

Particularly, Lien Chieu Industrial Park still has some vacant land sites available for lease to potential investors.

The DHPIZA has advised to integrate the planning of new IPs into the Da Nang Master Plan for its developments by 2030, with a vision towards 2045 as approved by the Prime Minister.

Accordingly, a combined total of 2,326 hectares has been earmarked for the development of IPs, with a focus on upgrading Hoa Khanh and Da Nang Fisheries Service IPs, expanding Hoa Khanh IP into an ecological one and forming new IPs, namely  Phase 2 of Hoa Cam IP, Hoa Nhon and Hoa Ninh.

Currently, the handling of procedures is underway to start the construction of 3 new IPs, in parallel with calling for more capable, reputable and experienced investors to invest in infrastructure, efficiently exploit and manage new IPs.
