Giving more strength to businesses to promote operating performances
The Authority of Da Nang Hi-Tech Parks and Industrial Zones (HDPIZA) has exerted great efforts to implement the synchronous implementation of solutions to improve the investment environment, enthusiastically support enterprises in project implementation as well as promote corporate activities.
Strictly handle projects that violate land management
In the first half of 2022, the production and business situation of most enterprises inside and outside IPs has reached or even exceeded the growth target compared to same period in previous years. According to the DHPIZA, the occupancy rate of the total 6 industrial parks (IPs) in the city is 86.42%.Particularly, in the first half of 2022, the city has attracted 11 projects into IPs and granted adjustment of investment registration certificates for 46 projects, of which registered investment capital increased by US$4.58 million and over VND41.8 billion.
Accumulated up to now, IPs have attracted 507 projects comprising 376 domestic and 129 FDI ones with the total investment capital of VND28,670 billion and over US$1,8 billion, respectively.
In parallel with supporting investors in project implementation, the DHPIZA has actively grasped the actual situation, promptly detect and strictly handle some violations committed by investors in a number of matters such as capital construction and land use.
Also in the 6-month time span, the DHPIZA has completely handled 12 projects for their violations on land management and requested the competent authority to impose administrative sanctions on 2 projects and 3 factories subleasing projects that were not in compliance with regulations whilst the handling of a project that violates the law on land management is now underway.
Mr. Pham Truong Son, the Secretary of the Party Committee, Head of the HDPIZA, said that, projects that once fell behind schedule, have till date carried out investment and construction licensing procedures and may of them have already been put into effective production.
However, the DHPIZA has promptly taken back under-used or unused land from some projects. The revoked land is scheduled to be leased to businesses which are in desperate need of the land for production activities with strong commitments made.
For instance, 1.18ha of leased land in the Hoa Khanh IP was taken back from the Vneco 6 Electricity Construction Joint Stock Company and then handed over to the Da Nang Telala Co., Ltd., whilst 4.36ha of land was transferred from MIGCO to the Dana-Y Steel JSC, and similarly, 4.05ha out of the 7.52ha leased land of the Da Nang Chemical Industries JSC was granted to the Daiwa Viet Nam Co., Ltd.
Some other enterprises terminated their operations and handed over the leased land in IPS to management units.
Proactive support goes to businesses
According to the DHPIZA, in the first half of 2022, the production and business situation of most enterprises inside and outside the IPs has basically stabilised. Many enterprises have achieved or even exceeded the growth target as compared to the same period in previous years.
As reported by Mr. Ha Ngoc Thong, the Director of A Chau Architecture and Trading Co., Ltd. said that, in the first half of 2022, the production and business targets of this enterprises basically achieved as previously expected. The average income of employees rose by nearly 15% as compared to the same period last year. The company has also fully fulfilled its tax obligations to the State budget.
Meanwhile, with the production situation recording strong prosperity in the first half of thí year, Mr. Nguyen Van Phu, the Director of Daiwa Viet nam Co., Ltd. believes that, from now until the end of this year, the business's production and business activities will be significantly improved as it will be better with a growth target of about 10 - 15% as compared to 2021.
Outstandingly, the enterprise has put into operation a new factory covering an area of 40,000m2 in the Hoa Khanh IP with a workforce of 1,700 workers to eye for the expansion of production scale over the next 10 years, thus meeting the increasing orders from international markets.
The actual record shows that, although businesses have recovered their production and business, many businesses are still facing many difficulties because they have not been supported by bank credits according to Decree No. 31. 2022/ND-CP dated May 20, 2022 of the national government on interest rate support from the State budget for loans to enterprises, cooperatives, and families-run businesses.
Accordingly, enterprises, cooperatives, and families-run businesses are entitled to interest rate support if they operate in aviation, transportation, warehousing, tourism, accommodations, catering, and education and training, agriculture, forestry and fishery, processing industry, manufacturing, software publishing, computer programming and related activities, information service activities.
In this regard, Mr. Son affirmed his agency’s firm stance on coordinating well with business leaders, contributing to helping enterprises maintain their in production and business performances. Besides, another encouraging signal is that enterprises have synchronously implemented solutions to promote production and business activities according to the plans set for 2022.
Thanks to these facts, enterprises have well fulfilled their tax obligations to the State, ensured job security and income, na paid workers’ social insurance contributions, including social insurance, health insurance, unemployment insurance, some other insurance types.
In the first half of 2022, the DHPIZA provided immigration support for 23 businesses, 55 experts and 7 relatives working at enterprises in IPs.
