Cooperation agreement on IC design and semiconductor training programme at Da Nang Hi-Tech Park

Within the framework of the ongoing "Meet Da Nang 2024” programme, the Authority of the Da Nang Hi-Tech Park and Industrial Parks, Sun Edu International Education JSC and the Duy Tan University signed a trilateral cooperation agreement on Friday on IC design and semiconductor training at the Da Nang High-Tech Park.

Speaking at the signing ceremony, Minister of Science and Technology Huynh Thanh Dat said that since 2010, the Ministry of Science and Technology has been assigned by the Prime Minister to implement the national product development programme, in which electronic circuit products are in need of investment and development.

The Ministry of Science and Technology has submitted to the Central Government to continue supporting investment in developing electronic circuits in the National Product Development Programme until 2030.

To date, the legal corridor to facilitate investment and development of high-tech products, including basic semiconductor chips, has been completed. Specifically, the Investment Law, and the Law on Corporate Income Tax, have added special incentives for high-tech, large-scale, high-value-added projects, including chip manufacturing projects.

The Ministry of Science and Technology has also submitted to the Prime Minister for promulgating a list of high technologies prioritised for investment and development, and a list of high-tech products encouraged to be developed. Of which, integrated electronic circuit manufacturing technology is a high technology that is prioritised for investment and development; whilst semiconductor materials and integrated electronic circuits are high-tech products that are encouraged to be developed.

However, according to the Ministry of Science and Technology, the quality of human resources was among the biggest obstacles for Viet Nam during the development process of the semiconductor industry.

Therefore, the Ministry of Science and Technology highlighted the meaningfulness and significance of the signing of the aforementioned trilateral cooperation agreement on IC design and semiconductor training.

Minister Huynh Thanh Dat also expressed his joy that Da Nang has attracted partners to cooperate and deploy human resource training activities in the microchip and semiconductor industry in the city.

He pledged that the Ministry of Science and Technology will continue to accompany the central coastal city during the development of the semiconductor industry through the deployment of national products under the direction of the Prime Minister.

“The Ministry of Science and Technology believes that the signing activity will bring many common benefits to Da Nang and the country as a whole, thereby contributing to the training of 50,000 high-quality human resources in IC design” he emphasised.

Chairman of the Da Nang People's Committee Le Trung Chinh remarked that from previous experience of countries around the world and domestic localities as well as on the basis of promoting its strengths, Da Nang is focusing on building a semiconductor industry development strategy.

He added that, in the immediate future, the city will pay attention to developing human resources for the semiconductor industry.

Chairman Chinh expressed his belief that the signing of the agreement was an important step in promoting human resource training activities in the semiconductor industry, thereby contributing to supplying quality human resources for the city in the future as well as attracting large projects to the city.

“In the immediate future, the city will create favourable conditions for the three sides to concretise the contents of the signed agreement” the city leader affirmed.

Under the deal, the parties will jointly organise programmes on developing and expanding high-quality human resources in the semiconductor industry for the city. The purpose is to create the spread and prepare high-quality human resources to meet the requirements of investors and businesses operating in the semiconductor industry.

At the same time, importance will be attached to organising in-depth training courses for lecturers, managers, and engineering students in semiconductor industry in Da Nang.
