Da Nang customs enhances supports for import-export businesses

With the aim to create maximum convenience for import-export businesses, Da Nang’s customs sector has been taking a number of solutions to support them in luring investment, and increasing the amount of exported, imported and transited goods in the city.

On May 12, the General Department of Customs issued a decision to extending the duration of application of preferential regime for the Hoa Tho Textile and Garment Joint Stock Corporation for 3 years from the date of signing. Thus, the Hoa Tho Textile and Garment Joint Stock Corporation continues to be one of the 75 priority enterprises nationwide when meeting many requirements of achieving import-export turnover of US$100 million/year or more, and export turnover of ‘Made-in-Viet Nam’ goods of US$40 million/year or more.

In addition, the enterprise also meets other requirements in terms of compliance with customs and tax laws, accounting and auditing laws, and internal control system.

Also in May, the Hoa Tho Textile and Garment Joint Stock Corporation was named one of the eight businesses participating in the first phase of the pilot programme on supporting and encouraging businesses to get involved in export- import activities in the city thanks to meeting the following conditions. In particular, there are export and import activities in the city, a large number of customs declarations or import and export turnover, and a large amount of export and import tax payment.

Mrs. Tran Tuong Anh, Deputy General Director of the Hoa Tho Textile and Garment Joint Stock Corporation, said that the two abovementioned incentives helped her business shorten time taken for customs clearance, thereby reducing costs of administrative procedures, personnel, exempting documents and goods from inspection, and others such as container storage, scanning cargo containers at the port.

In addition, the incentives made an important contribution to promoting the production and business activities, and winning trust of customers, she noted. As a result, the corporation’s after-tax profit in the first quarter of 2024 reached VND44.5 billion, up over 46% over the same period last year, representing 25% of the profit target in 2024.

Also in mid-May, the Da Nang Rubber JSC (DRC) signed a contract with the Oceanside One Trading Company, a tire industry enterprise in Brazil. Through this contract, the two sides target to increase export output to the US and Brazilian markets from US$70 million to US$150 million/year.

Mr. Le Hoang Khanh Nhut, General Director of DRC, said that the Brazilian market will help DRC sharply increase the operating capacity of the PCR tire factory to 75-84% this year and to 100% next year.

For the US market, DRC is the largest exporter of Vietnamese TBR tires (truck and bus radial tires). With the promotion of exports in the coming time, quick customs clearance of goods is extremely important. In recent times, customs authorities have always proactively and flexibly handled administrative procedures, helping businesses implement customs clearance for goods and materials on schedule.

In order to concretize solutions to support businesses, the pilot programme on supporting and encouraging businesses to get involved in export- import activities in the city has been implemented by the city’s Customs Department.

Under the programme, the participating businesses will be assigned specialised civil servants to guide about customs procedures, policies on managing export and import goods; tax policy for export and import goods; classifying exported and imported goods; customs value declaration; certificate of origin (C/O); and other contents related to customs procedures.

They will have the right to arrange civil servants to work overtime, and on their days off and holidays in order to handle customs procedures as requested; and support to warn of errors and omissions within 60 days from the time of customs clearance of exported and imported goods so that members can promptly adjust and make additional declarations according to the provisions of law.

These businesses will be allowed to apply 100% of administrative procedures announced on the General Department of Customs’ online public service system, as well as will be supported in terms of troubleshooting system problems, and reporting software.

Mr. Duong Duc Xuan, Deputy General Director of the Da Nang Port JSC, informed that before implementing the aforementioned programme, the municipal Customs Department worked with the Da Nang Port to agree on a number of support contents in terms of customs clearance, technical and professional-related problems, the arrangement of loading and unloading areas, and storage fees. It can be said that the city's customs sector has taken initiative in working with many relevant units before implementing the programme to provide the best support for enterprises.

According to Mr. Quach Dang Hoa, Director of the Da Nang Customs Department, the unit has developed a plan and synchronously taken many different solutions to support businesses. Included are converting customs professional control records to electronic data; receiving electronic licenses and specialized inspection results on the National Single Window Information Portal with a number of ministries and branches; coordinating with relevant agencies to implement specialized management and inspection procedures through the National Single Window and the ASEAN Single Window.
