Digital transformation efforts across Da Nang are yielding positive results. The focus is on making greater efforts to accelerate the city’s digital transformation and keep its journey on track, as well as achieve the city’s goal of building e-government.

Strengthening cooperation to accelerate digital transformation

Recently, localities across Da Nang have inked cooperation agreements on digital transformation with domestic telecommunications corporations in order to show their determination to achieve their comprehensive digital strategy. In late April 2022, the Hoa Vang District People's Committee signed an agreement with the Da Nang branch of the Viet Nam Posts and Telecommunications Group (VNPT) on cooperation in digital transformation in the 2022-2026 period with 5 main contents focusing on building digital infrastructure, digital and data platforms, digital government, digital economy, and digital society.

In early June 2022, the Thanh Khe District People's Committee entered into a cooperation agreement with the FPT Corporation to implement comprehensive digital transformation. Most recently, in mid-February, 2023, the Hai Chau District People's Committee signed a cooperation deal that aims to speed up digital transformation with the Da Nang branch of the Viettel Military Industry and Telecoms Group (Viettel)  with a focus on building digital government, digital economy, digital society, and digital infrastructure.

Till date, the districts have yielded practical results in cooperating with telecommunications corporations to boost digital transformation . In mid-October 2022, VNPT Da Nang supported the Hoa Vang District Office of Education and Training to put VNEdu IOC into use. VNEdu IOC is a visualization app that allows users to find the graphic they need, search school records and school personnel, search information about school pupils, their learning results, information about education quality accreditation, statistics, reports, and more.

In addition, VNPT Da Nang has till date brought internet broadband internet coverage to all 11 communes of Hoa Vang District. Meanwhile, Viettel Da Nang has launched such digital transformation-related services in Hai Chau District as electronic payment services, digital receipts, cashless payment system at one-stop-shops across the district, at schools, and at 3 traditional markets.

Promoting effective communication in digital transformation 

On February 20, 2023, the Da Nang government issued a plan to use communications to enhance Da Nang’s Digital Transformation during the 2022-2025 period, requesting authorities at local level and relevant agencies to create effective communications strategies in their localities and organizations to drive digital transformation as soon as possible. Currently, focus is on perfecting their communications strategies to ensure successful digital transformation across the city.

Cam Le District is a typical example with 350 communications groups consisting of 1,920 members in total from residential areas that have been set up to communicate the district’s digital strategy to local people, thereby helping ensure everyone understand the changes that are coming, why they are happening and what to expect in a bid to create a smooth digital adoption process.

In addition, the digital transformation item has been added to the websites of the district and wards. Furthermore, heed is paid to using radio waves of the District’s Culture, Information and Sports Center for communication to reach audiences to keep them informed of the district’s digital strategy. Importance is attached to boosting citizen participation and volunteering in digital public services, saving the time for digital document processing compared to in-person solution, and supporting citizens to make online payments for the public sector.

In order to achieve the city’s goal for 2023 to accelerate digital transformation, driving economic growth and ensuring social welfare, the Thanh Khe District Authority has created a specific plan and taken effective measures to ensure successful digital transformation in line with the direction from the Da Nang government.

Focus is on promoting digital transformation through creating online teaching platforms for virtual learning, launching online trade promotion activities, and  online shopping services, as well as encouraging citizens and businesses to use the Danang Smart City application.

In addition, special attention is given to developing digital infrastructure, building a database for urban infrastructure, planning and land in a bid to help local people find related information easily, as well as standardizing and completing databases of the district’s citizens and businesses in sync with the national population database.
