Modernisation of traffic command center with a camera system

The Da Nang People's Council has just issued a resolution approving investment policy decision for a project on modernising the Command Center combined with a camera system to serve the work of ensuring security and traffic order, and smart management software at the first phase. The project, which is expected to cost more than VND404 billion from the city budget, will be carried out during the 2023-2026 period.

A necessary project

Although Da Nang's security and order monitoring, and traffic safety management systems are diverse, they operate independently, and are lack of synchronisation, information technology applications and smart utility service tools in analysing and sharing data.

Meanwhile, the population and vehicles in the city are increasing with the rapid pace of urbanisation, leading to urban traffic network overload and causing local congestion in some locations, especially during rush hours.

To solve the abovementioned problems, a comprehensive, effective and long-term solution is needed. Therefore, it is necessary to implement the aforementioned project in a bid to connect existing security camera systems and integrate them with surveillance camera systems across the city and along national highways, thereby using artificial intelligence technology for early detection of objects, behaviors, and risks that cause loss of security and order.

This is an important component project in the main project on building Da Nang into a smarter city which is part of Da Nang's digital transformation programme.

Under the project, security and traffic safety surveillance camera system will be gradually perfected with smart functions and high security system.

The focus will be on using modern technology, integrating synchronous data, and connecting data sharing, aiming to monitor and warn, meet the requirements of proactive response in all situations, improve the effectiveness of ensuring political security, social order, and traffic safety in the city.

The project is expected to help Da Nang's specialised agencies optimise operations, monitoring, and traffic control while there is a decrease in the number of human resources.

At the same time, its purpose is to save costs and bring efficiency in traffic safety and social order; as well as improve the management and operation capacity in accordance with the trend of smart governance and digital government, meeting expectations for Da Nang to become a modern and worth-living city in Viet Nam.

The first phase of the project will focus on modernising the Command Information Center with server systems, screen walls, and equipment  in service of collecting, managing, processing, operating and commanding communication systems and data processing software.

Heed also will be on building a network of smart monitoring equipment along important routes with potential traffic accidents, and at intersections, gateways into and out of the city, airport, bus and railway stations, markets, walking streets, squares, and hot spots of social order and safety.

Initial foundations

Over the years, the municipal Department of Transport has focused on developing important systems and software in service of management work, including smart traffic surveillance camera system, traffic signal control system, DanaBus app for bus passengers, and Danang Parking mobile app.

In particular, the smart traffic control monitoring system and IOT device with 296 cameras, most of which are equipped with smart identification software capable of identifying vehicles, measuring traffic, recognising license plates, tracking automobiles, and promptly detecting and handling traffic violations.

As part of the Smart City Construction project for the 2019-2021 period, the parking monitoring system integrate 54 parking lots, and 296 routes where stopping and parking are prohibited, and parking ban on even or odd days.

Notably, since March 2022, the municipal Department of Transport has shared camera data (about 253 camera streams) from the municipal Traffic Signal and Public Transport Operation Centre to the Intelligent Operation and Monitoring Center (IOC) to serve the analysis and direction of the city leaders.

In addition, the traffic signal control systems have been installed at 186 intersections, whilst 140 yellow flashing light clusters for safety warnings all traffic have been installed.

Since 2020, the department has researched and piloted a solution to count traffic flow from cameras to automatically control traffic signals at the intersections of Nui Thanh and Phan Dang Luu streets, and Ha Huy Tap and Huynh Ngoc Hue streets, to research and propose smart light control solutions, aiming to deploy the green wave-based solution for intelligent traffic lights system in the near future.
