Boosting support for businesses

Over recent years, the Da Nang authorities have made great efforts to help local businesses overcome their difficulties and ensure their sustainable development.  The focus has been on issuing more support policies for them.  Included are upgrading infrastructure at hi-tech and dedicated IT industrial parks, organising numerous industry stimulus programmes, and encouraging businesses to renew their technologies as well as to produce special tourism souvenirs.

In addition, the local leaders have held numerous meetings and dialogues with businesses so that they could listen to and sort out any difficulties facing them.  Importance has been attached to helping businesses increase their productivity and enhance the quality of their products, boosting the development of the local services industry with a vision towards to 2020, and implementing supply-demand connection programmes.

In attempting to effectively implement the city’s support guidelines and policies, local government departments and agencies, and particularly credit organisations, have become actively involved in supporting businesses.

The Director of the city’s branch of the State Bank of Viet Nam (SBV), Mr Vo Minh, said “Some of the city’s small and medium-sized enterprises (SMEs) have been allowed to access bank loans totalling 78,200 billion VND in order to develop their production and business activities.”

According to the municipal Department of Planning and Investment, the city has accelerated its administrative reforms effectively.  In particular, the time taken to deal with administrative procedures has been shortened by between 30% and 40%.  Connections between 8 departments and agencies have been created to effectively handle 22 relevant administrative procedures for businesses.  Currently, business establishment procedures will be completed within 3 days at the Department or only 2 days via the internet.

Mr Tran Van Mien, Director of the municipal Taxation Department, remarked “My department has implemented tax refund procedures for businesses in accordance with the city’s regulations, and promoted the use of e-customs procedures.”

In order to give businesses easier access to land for their production and business activities, the time taken for granting land use rights certificates has been shortened from the currently regulated 30 days to 20, property supplement certificates from 20 days to 15, and construction licences from 15 days to 10.
