Enhancing administrative reforms to attract more investors

Over recent years, the Da Nang authorities have paid special attention to handling any complaints from local businesses, and enhancing administrative reforms in a bid to attract more domestic and foreign investors to the city.

According to the municipal Department of Planning and Investment, since the start of the year, the local authorities have received a total of 75 complaints and recommendations from local enterprises and business associations.  These constructive opinions were collected and answered in writing by the municipal Department of Planning and Investment.  In addition, others beyond the department's capacity to solve, were then sent to local relevant agencies for handling.

The majority of the collected recommendations were about production and business premises, land use fees, the use of infrastructure facilities in industrial parks (IPs), administrative reforms, technological innovation policies, supply and demand links, the promotion of business registration, and the creating of a favourable environment for supporting start-up businesses. 

In particular, the city’s Urban Environment Company has already asked for permission from the city authorities to use electric delivery tricycles in collecting domestic waste in Hai Chau District.

In an attempt to deal with the increasing demand for production and business premises, municipal People’s Committee Chairman Huynh Duc Tho recently said that the city authorities had issued plans to establish 3 new industrial clusters (ICs) in the near future.  They are the Cam Le, Hoa Nhon and Hoa Khanh Nam ICs.  The establishment of these ICs will offer more production and business premises for local small and medium-sized enterprises.

Since 2015, the Department’s staff members have made their great efforts in promoting the efficiency of its e-government system, and encouraging local businesses to conduct their administrative procedures online to save time and money.

Most notably, the time taken for handling business establishment procedures has been shortened from the national government-regulated 3 days down to 2. 

Between January and June, the local authorities granted business registration certificates to a total of 2,177 new businesses, branches and representative offices, with a total registered charter capital of over nearly 13,000 billion VND. 

Encouragingly, 8,500 businesses have had their business registration certificates created, changed or supplemented, and over 3,500 of them had their registration papers handled online.
