Da Nang - a centre of the growth pole of central key economic zone
Minister of Planning and Investment Nguyen Chi Dung chaired a meeting in Ha Noi on Tuesday morning to appraise the Da Nang draft master plan for the 2021-2030 period, with a vision towards 2050, and make an environmental impact assessment (EIA) report on the plan.

Da Nang's new role and mission
In his opening speech delivered at the meeting, Minister of Planning and Investment Nguyen Chi Dung highlighted Da Nang’s important position of being a centre of the growth pole of the key economic zone in Central Viet Nam.
He expressed his impression on the coastal city’s impressive growth over the past time with its high average growth rate, fast and remarkable changes, and remarkable achievements recorded in the local economic structure and scale.
He, therefore, highlighted that the city’s draft master plan for the 2021-2030 period, with a vision towards 2050, should inherit and uphold its gained achievements and pose new problems facing the city.
The focus should be on developing and arranging the structure of economic sectors, space and infrastructure as well as promoting regional linkages and integration of industries in the context of lacking land fund and space, he added.
“These are very big problems for Da Nang that ministries, branches, cities, experts and scientists should discuss in order to create new and higher values for the city. For instance, the development of regional-scale international financial, free trade and hi-tech centres in Da Nang will create a new breakthrough development for Da Nang in the future” the official said.

Unification and synchronization in development orientations and overall resource exploitation
Speaking at the meeting, Chairman Le Trung Chinh underlined that the city’s draft master plan was carried out in accordance with the process prescribed by the Law on Planning and Investment. Decree No. 37/2019/ND-CP of the Government.
Also, the city always ensured the vertical and horizontal integration for its draft master plan in a bid unify and synchronise development orientations and overall resource exploitation. These activities are coordinated and carried out in parallel during the process of developing ideas and drafting planning reports.
Additionally, the city twice collected opinions from 14 ministries and 4 provinces in the central key economic zone comprising Thua Thien Hue, Quang Nam, Quang Ngai and Binh Dinh.
Two workshops and talk shows were organised to consult with experts and scientist, organisations and businesses, whilst draft planning documents were digitised and publicly displayed.
At the same time, 900 opinions about the draft master plan from people living and working in the city, and 900 others from city-based government agencies and organisations, were collected.
Notably, the city coordinated with the Ministry of Planning and Investment to organise a workshop in August 2022 to consult with members of the appraisal council and experts on the content of the master plan, and strategic environmental assessment report.
“At this appraisal meeting, the city is looking forward to receiving comments and assessments from the appraisal council to continue to perfect the planning report before submitting it to the Prime Minister for approval” Chairman Chinh emphasised.
3 development pillars, 6 priority industry groups
The master plan for the 2021-2030 period, with a vision towards 2050, is one of the key political tasks that Da Nang is particularly interested in, municipal People’s Committee Vice Chairman Ho Ky Minh affirmed at the meeting.

In terms of planning, Da Nang will concentrate on developing 3 pillars: tourism associated with resort real estate; knowledge economy with the spearheads of high-tech industry associated with creative urban construction, and start-up; and a high-quality service centre with two spearheads of seaports and airports associated with logistics services and a regional international financial centre.
Moreover, the city will take notice on developing 6 priority groups of industries along with development spaces and resources in the connection not only within Da Nang but also with other domestic and foreign localities.
Accordingly, as for the tourism industry, the priority orientation is to create high-quality standard products and services in all types, especially high-class and super-luxury products and services associated with key tourism areas such as the Ba Na - Suoi Mo tourist complex, the Ho Hoc Khe ecotourism site, the Lang Van resort and entertainment complex, and eco-resort areas along the foot of Son Tra Peninsula.
With regard to the trade industry, Da Nang eyes becoming one of the major commercial centres in Central Viet Nam and the country with two important highlights of the Hoa Phuoc Wholesale Market and the Hoa Xuan Sports, Entertainment And Commercial Complex.
Besides, high-class commercial services related to international standard marinas and non-tariff zones in the city are also important trade directions planned in the coming time.
As for the logistics industry, Da Nang targets to turn itself into a major logistics hub on the East-West Economic Corridor (EWEC), and in ASEAN region and the world. The most highlights will be the Lien Chieu mega-port and Da Nang International Airport expansion projects.
Accordingly, seven centralised logistics centres will be built in the city, including one regional-scale one and six ancillary ones.
In the information and communication industry, the draft master plan identifies comprehensive digital transformation as one of the main contributing factors to improving the quality of growth. Therefore, Da Nang strives to be in the group of 3 leading localities in digital transformation, information security and e-commerce in the country.
The key projects to support this goal are identified as the formation of national and regional data centres, the deployment of a new undersea fiber optic cable docking station, and the development of Da Nang Software Parks, including the Da Nang Software Park No. 2 associated with the centralised Information Technology Parks of FPT, Viettel, and VNPT.
During the planning period, most of industrial production facilities will be moved out of residential areas, and top priority will be given to developing environmentally friendly industries and those with high content of technology and knowledge.
At the same time, 9 industrial clusters will be built across Da Nang, mainly in Hoa Vang District, whilst the operation of 3 new industrial parks will be accelerated.
Determining the innovation factor as one of the breakthroughs in the city's planning period, Da Nang will mobilise all resources to accelerate the formation of a start-up training and working area; upgrade and expand the Da Nang Biotechnology Centre to serve research and development in the South Central region, and encourage the formation of co-working spaces.
On the basis of the orientation and spatial organisation for the development of the aforementioned sectors, the city also identifies its 7 key economic development areas in the next planning period. Included will be a downtown area; a high-tech industrial centre associated with Da Nang Hi-Tech Park and concentrated IT Parks; the central area of seaports and logistics services associated with soon-to-be-developed Lien Chieu Port, railway station and Da Nang International Airport; a coastal tourism and resort centre; training and research service centers in the southeast of the city with a focus on the Da Nang University Urban Area; a high-tech agriculture centre in the southwest of Hoa Vang District; and mountain eco-tourism poles associated with the city's high-class tourism products and spaces.
Key economic development areas are connected through two belt routes and five economic corridors on the basis of strengths and development orientations of each area in the city as well as the strengths of the city in the central key economic zone, and Central Viet Nam and Highlands regions.
