The Vietnamese Government Office has issued Notice No. 220/TB-VPCP dated August 1, 2022 on the conclusion of the meeting of Prime Minister (PM) Pham Minh Chinh with the Da Nang leaders.

According to the conclusion, the Prime Minister suggested that Da Nang need to concretize and focus on effectively implementing Resolution No. 43-NQ/TW dated January 24, 2019 of the Politburo on the city’s construction and development process until 2030, with a vision towards 2045, Resolution No. 119/2020/QH14 dated June 19, 2020 of the National Assembly on piloting the organisation of an urban government model and a number of specific mechanisms and policies for the city’s development.

In particular, heed will be attached to further promoting decentralisation along with reasonable resource allocation, and along with that, improving the qualifications and capacity of the staff and strengthen the inspection, supervision and the control of power.

Regarding a number of tasks in the coming time, PM Chinh asked Da Nang to focus on leading and directing the planning work with breakthrough thinking and strategic vision to bring into play its potential, creating new dynamics, new opportunities, new development space, promoting comprehensive socio-economic development, seriously and methodically implementing the approved plans, ensuring good planning management and stability.

The PM also emphasized a need to closely consider projects with foreign elements affecting national defence and security and maintain the defensive posture of the military zone, defence area and military tasks.

Regarding some recommendations made by Da Nang , the PM agreed with the identification of 3 pillars to focus on development as proposed by the city, but it is necessary to concretize the Party's view on the role of culture, rapid and sustainable socio-economic development.

The city needs to study and supplement the point of view: "cultural development on a par with politics, economy, society and associated with tourism development" is one of the important pillars in the city's development orientations in 2021 - 2030, with a vision towards  2050.

Regarding the PM-approved adjustments made to the Da Nang Master Plan for its major developments by 2030, with a vision towards 2045, the Da Nang administration must review and adjust the zoning and detailed planning to suit the adjustments. In case there are problems or shortcomings, the Ministry of Construction should guide Da Nang to make adjustments to the zoning planning and detailed planning to ensure their compliance with regulations of the national  laws and in accordance with the city’s actual conditions.

As for the Lien Chieu mega-port project, the Prime Minister has assigned Da Nang to invest in such work items as breakwaters, navigation channel, turnaround places and marine signaling systems and paths connecting the port with a route south of the Hai Van road tunnel.

The Da Nang government shall urgently deploy construction investment and soon complete the above-mentioned items, in parallel with calling for investment by economic sectors into functional subdivisions of the port area for synchronous and efficient exploitation of this large-scale project.
